JK Grievance Cell ebbed before lethargic, corrupt officers

Jammu, Dec 25: “I lost the battle I started through JK Grievance Cell to vacate encroached old hospital land in Kalakote, due corrupt and lethargic officers, who kept missing leading higher authorities, despite the fact I produced photographs of the building, when health department submitted first misleading reply on JK Grievance portal shielding field staff of Health and Revenue Department”, said Goldi, a whistle-blower.
Resident of Bakshi Nagar, Goldi said that he came to know about the encroachment of the hospital building through his friends, who posted photographs of the building on Facebook.
“Subsequently, I pursued the matter and came to know that a man has encroached old Hospital building Kalakote, including septic tank, two wards and a dispensary, the left over the old hospital still exists”, he said, adding that twenty years ago the hospital was shifted to some other place, as cracks developed in the building.
“The hospital, belongs to Coalmines of J&K Mineral Ltd, Kalakote, around forty years back, the building has hand over to Health Department, in the entrance of the hospital clearly speaks that the building belongs to Health Department”, he said, adding that on inauguration place it was clearly mentioned that PHC Kalakote inaugurated by the R S Chib the then Health Minister J&K Government.
“But the Health and Revenue officials who felicitated encroachment on the land, after intervention of JK Grievance, had submitted a misleading report to save their skin,” he said.
“It is submitted that as per the report of Chief Medical Officer, Rajouri vide his letter no. CMOR/Adm/2019-20/1369-71 dated 10-06-2019, the encroached land does not belong to the Health Department as per revenue record as reported by the committee constituted by the Additional Deputy Commissioner Kalakote. Hence, submitted for your kind information and further necessary action at your end”, reply to my complaint dated 30/08/2018, uploaded on the portal by Directorate of Health Services Jammu, dated 19/06/2019 read.
However, on my request on 17/12/2020, the JK Grievance reinitiated the inquiry on 18/12/2020 and sought a report from the Health Department. This time the Directorate of Health Services Jammu within four days came up with earlier concocted story. “It has already been submitted earlier as per the report of Chief Medical Officer, Rajouri vide his letter no. CMOR/Adm/2019-20/1369-71 dated 10-06-2019, the encroached land does not belong to the Health Department as per revenue record as reported by the committee constituted by the Additional Deputy Commissioner Kalakote.”
Goldi said that since the JK Grievance portal has closed the complaint, he appeals to Lt. Guv Manoj Sinha to intervene and get an inquiry done through ACB or Crime Branch. “If I have lied anything I am ready for punishment, but if the building and encroachment is found on ground, exemplary punishment be initiated against all the officials and officers who kept the higher authorities in dark”, he reiterated.
