Jammu, Dec 25: At a time when the Government of India is taking series of measures to benefit the farmers who were left unattended by Jammu and Kashmir’s past regimes, the question remains whether Jammu region would get its due share or not?
A programme on Friday was held here at Kisan Kendra, Jammu where Lieutenant Governor, Manoj Sinha addressed the farmers. The Lt Governor observed that the farmers of Jammu and Kashmir have been provided with financial assistance worth around Rs 1132 crore under the scheme.
He outlined that the welfare of the farmers and betterment of their livelihood is the prime focus of the Union as well as UT Government. The UT Government has taken comprehensive measures for the development of the agriculture and allied sectors in J&K. Hundred percent coverage under PM-Kisan Samman Nidhi has been ensured in J&K so that no beneficiary is left behind in availing the benefits of the scheme, he added.
However, the million dollar question now remains that at a time when series of pro farmer packages are in the offing, whether Jammu will get the due share?
The past regimes left no stone unturned to ensure that the Jammu region doesn’t receive its due share even when it comes to the centrally sponsored schemes for the upliftment of agriculture and horticulture sectors.
According to the official documents in possession of Early Times, state capital worth Rs 2629.72 lakh were allocated under four centrally sponsored schemes namely MIDH, RKVY, SMAM and ATMA. While Kashmir was given a whooping Rs 226.78 lakhs, Jammu division was allocated Rs 80 lakhs less than Valley that is mere 142.52 lakhs.
While under MIDH, Jammu was given Rs 74.18 lakhs in the year 2014-15, it was allocated mere Rs 173.59 lakhs in 2015-16. On the other hand Srinagar was given Rs 201.79 lakhs in the year 2014-15 under MIDH while it was given Rs 223.85 lakhs in 2015-16 under the same scheme.
The government while reaming tight lipped over such a discrimination hasn’t till date explained while such a partial treatment was given to the Jammu region that equally deserves the right to have funds for the centrally sponsored schemes to the fullest.
The funds meant for the purpose were otherwise supposed to be distributed equally among both the divisions of the state but the government in a bizarre move has allocated Rs 80 lakh less to Jammu region that too without any reason.
While under MIDH, Kashmir Valley was allocated Rs 4548 lakhs in two years, Jammu under the state scheme was given Rs 2814 lakhs less than Kashmir that is Rs 1734 lakhs.
Under another scheme namely RKVY, meant for the development of the horticulture in the state, Kashmir Valley was given Rs 195.65 lakhs under this scheme. As far as Jammu division is concerned, it was given mere Rs 78 lakhs which means the division here again was at the receiving end of the regional discrimination, getting less than Rs 117 lakhs when compared to Kashmir.
Under another scheme, namely SWAM, Kashmir Valley got Rs 17 lakhs in the year 2014-15 and in the financial year of 2015-16, it got Rs 20 lakhs which culminates to the total of Rs 37 lakhs. For Jammu division, under the same scheme, it was given a total of Rs 20 lakh in two years which means Rs 17 lakhs less than Kashmir Valley.
Under another horticulture scheme, sponsored by GOI, Kashmir Valley received more than Rs 86 lakhs during the financial years of 2014-15 and 2015-16. However, here again Jammu got the peanuts.
