SRINAGAR, Feb 15: In the Skill Development department people appointed for a certain technical work are given undue and illegal benefits at the cost of a trainee. The trainee is given in the hands of those raw hands who are engaged as ‘substitutes’ of fully skilled and qualified instructors.
Sources told Early Times that the same kills the precious time of trainees and consequently they fail to face the society in terms of his or her job as a skilled worker. Both the soft and hard skills of an instructor are supposed to be imbibed in a trainee, but that is not the case in the concerned department.
“An instructor is paid a handsome salary and if only 50 instructors are shifted to other positions like stores, institute offices, provincial offices or state offices like Directorate etc it means that hefty sum is paid on the salary component. The huge salary is paid to ‘idle’ workers per month and it leads to a great amount when calculated on yearly basis,” said sources.
Sources said that vocational instructors like Rukhsana Nazir, Rabia Rasool, Rayees Fazili, Abdul Hamid Wani, Nazir Ahmad Tantray, Sangeeta Puri, Ghulam Mohammad Wagay, Nazir Ahmad Mir, Parvez Ahmad, Mehraj-ud-din Sheikh, Mohammad Iqbal Parsa, Nirmal Devi, Jan Mohammad Shah, Aijaz Maqbool, Mushtaq Ahmad Reshi, Firdous Ahmad, Sajad Ibrahim, Sidiq-ur-Rehman, Nisar Ahmad, Kulbir Kour and Kunal Gautam have been placed in the institutes where the designated trades are either not functional or have been kept idle.
“Same is the situation in the polytechnic sector where the high profile lecturers are enjoying huge salaries without performing any work. In addition six head of the institutes of ITI sector including Nazar-ul-Islam, Sheikh Abdul Rashid, Ruchi, Amandeep, Bali and Mubashir Ahmad are enjoying salaries without performing their duties in their respective institutes for which they were appointed as they have been placed unnecessarily in the office of the Joint Directorate Jammu/Srinagar while more officers of polytechnic sector are drawing idle wage because they are not performing their legitimate duties and are enjoying at un necessary places,” said sources.
Sources said these officers include Mohammad Shafi Bhat, Bilal Ahmad Bhat, Neelanjans Manwati, Naresh Kumar Gupta, Tabassum Jeelani and Khalid Sheikh. This has given rise to mushroom growth of self styled ‘officers’ at institutes who are seen busy in wrangling over seniority issues and issuing whimsical orders to the sub ordinates, they said.
“Most of the Heads of Institutes have given routine office work of computing to the computer knowing instructors for decades and as such their trainees are left un-attended most of the time. These instructors show it off to their colleagues to depict it as an edge over them but it is all at the cost of a trainee,” said sources.
Sources said that posts have been created sufficiently by the government with the manpower being excess in number. The mismanagement of manpower has been done in such a way that for a single sanctioned post 2 to 3 persons have been engaged and double-drawl is being made. The state ex-chequer is being looted and blue-eyed are given choicest places of posting or choicest positions in the hierarchy.
