RDD Poonch plays foul in allotment of bunkers

Poonch, Feb 15: The Rural Development Department (RDD) Poonch has allegedly played foul in allotment of community as well as individual bunkers in Panchayat Dhargloon by depriving the genuine of the benefit.
Sources told Early Times that the surveys for bunker constructions were conducted by the Revenue Department in Panchayat Dhargloon but later the executing agency RDD tampered the genuine list and included new names by deleting others.
They further said that there was a list of 13 persons for community bunkers but out of this number, 10 community bunkers were shifted and allotted to the blue eyed of a political leader on his directions and the work was started without tender.
The documents available with Early Times clearly reveal that in connection with individual bunkers around 37 bunkers were allotted as per survey conducted by the Revenue department but shockingly the RDD included two more names in the list manually which tells that favorites were added.
Talking to Early Times, Chairman J&K Border Area Development Conference alleged that huge bungling has been done by the RDD Poonch. He said that RDD had committed injustice with the local residents of Panchayat Dhargloon where people live near LOC by depriving them of the facility of community bunkers.
He further said that the situation in village Sandote of Panchayat Balakote is more shocking where 70 percent of individual bunkers allocated have gone missing i.e shifted to other places. “The people living in this village are very poor and work as laborers and have left on the mercy of god during shelling by Pakistan,” he added.
When Early Times contacted the DC Poonch in this connection, he texted the message which read that the initial list of bunkers was for 3500 but later around 2000 were sanctioned for Poonch which was further reduced to 1180 due to cost escalation.
BDO Balakote said the sanction for developmental works is carried by DDC Poonch because he is the financial head.
