With higher HRA rate Humhama attracts teachers of Budgam as first choice for transfer
'Ridiculous' transfer policy mocks at education system

SRINAGAR, Mar 8: Humhama area falling on the fringe of Budgam district near the municipal limits of Srinagar, summer capital of the union territory of Jammu & Kashmir has come up as a favourite place for the teaching community of Central Kashmir's Budgam district.
Sources told Early Times that since the rate of House Rent Allowance (HRA) is higher at Humhama as compared to other areas of Budgam district the teachers have chosen the area as their first choice of transfer. They said the other areas of the district are least preferred by the teachers of the district.
Sources said the present transfer policy of teachers as envisaged by the Department of School Education is full of loopholes. They said under the policy the teachers are given option of choosing three places for transfer as and when the same becomes due adding that teachers choose place of convenience.
"To put it straight the transfer policy is ridiculous. How can you expect a teacher to choose a place that is far off from his or her home for his or her transfer? It is quite obvious that a teacher would select the place which is near to his or her home or select a place where the rate of HRA is the highest," said sources.
Sources said that same has happened with the teachers of Budgam district as majority of them have chosen Humhama as their first preference for transfer. They said that a female teacher has chosen Humhama as her first second and third option for her transfer adding that in other cases Humhama is the first choice of transfer.
"This mode of transfer is against the basic mode of administering the function and it is unique as well. It has never been heard that a transferee is asked to select the place where he or she wants to go. As a result of this the department has become dysfunctional with the accountability going for a toss," said sources.
Sources said that Middle School Humhama has a roll of 56 students and the number of teachers in place is 16. They said that at Middle School Gogoo 16 teachers have been posted for 83 students. At Primary School Matibagh, Humhama the total roll of students is 10 and for these 10 students eight teachers have been placed at the school.
"Primary School Bagandar, Humhama has a roll of 10 students as well and for these students seven teachers have been posted there. Since the primary schools have been clubbed 15 teachers have been posted to teach 20 students. The schools located in far off area of the Budgam district are facing shortage of teachers since the teachers are not posted there," said sources.
Sources said the teachers posted in the far flung areas of the district should be transferred to the schools located close to the limits of Srinagar district. They said on the other hand the teachers posted in areas like Humhama, Sheikhpora and Ompora should be transferred to far off areas.
