DSEJ fails to adhere by its own circular regarding transfers
Hundreds of teachers await transfers since more than seven years

JAMMU, Mar 15: The Directorate of School Education Jammu has apparently failed to stick with its own circular issued by the administrative department regarding implementation of transfer policy for employees, following which, wait of hundreds of teachers who are serving in hard zone areas, is getting more prolonged without any avail.
According to documents in possession of Early Times, the Administrative Secretary to Government School Education Department BK Singh had issued a circular no 01-EDU-of 2021 dated 11/01/2021, which includes instructions regarding implementation of transfer policy for employees including Teachers, Lecturers, Zonal Education Officers beside others of the School Education department.
Giving details, the circular asked all the employees of the department to send their applications/representations to Director Jammu/Kashmir till 30th January in a given format.
It further adds, “In case of Director Jammu and Director Kashmir, all cases will be processed between 1 February to 15th of February and the tentative lists will be placed on the website on 16th of February for one week. The final list will be prepared, however, individual orders will be issued as per final list.
Sources in the department informed Early Times that the department extended the last date of submission of applications twice, from 31st to 2nd February and then to 15th of February.
“Despite the fact that after closing of the applications, the tentative lists should have been uploaded on the website of both the Directors but the website of Director School Education Jammu, no such tentative lists have been uploaded even after the lapse of one month, since the closure of applications”, a leader of Teachers’ Union said. Moreover till the filing of this report, there was no tentative list uploaded on the website of DSEJ.
The entire process of transfers of employees was supposed to be followed following the uploading of the tentative lists but so far the tentative transfer lists of the teachers have not been issued by the DSEJ. “Though the department has transferred Lecturers, Masters and ZEOs but the transfer of teachers have been pending for the last over four years and many teachers have been serving in hard zone areas for the last over seven years”, a teacher said.
The teachers further said that those serving in city areas were happy with the lethargic functioning of the Directorate office but those posted in hard zones as well as far flung areas, have to face the repercussions of the callous attitude of the Directorate. “We were hopeful that during Lieutenant Governor rule, the house of School Education would be in place but things have not changed so far”, the teachers said and appealed to the Administrative Secretary as well as Lieutenant Governor MK Sinha to intervene in the matter.
Over the delay in uploading of tentative transfer lists on the official website, Director School Education Jammu Anuradha Gupta said that it was as per the directions from the Administrative department that the process was delayed.
She further said that the transfer process was in the finalization stage and in the next fifteen days or one month all the transfers would be done by the department.
