Norms violated in appointment of contractual consultants under SDMA in Baramulla, Kupwara | | | jehangir rashid Early Times Report SRINAGAR, Mar 16: Laid down rules and regulations have been violated in the appointment of two consultants under contractual arrangement under the scheme of SDMA for the Baramulla and Kupwara districts in North Kashmir. Sources told Early Times that the appointments were made in order to strengthen the disaster management authorities of these two districts. They said the appointments are in clear violation of rules and job description as prescribed by National Disaster Management Authority (NDMA) Ministry of Home affairs (MHA). "Documents prove that appointment of consultants is clear violation of NDMA guidelines since they have only one year experience in Disaster Management field while the same should be at least five years. Irony is that these two consultants are considering themselves as Disaster Management consultants for entire Kashmir valley," said sources. "NITI Aayog's aspirational district program SDMA strengthening of Disaster Management scheme was framed for these two districts, however from the hiring process to other ends this particular scheme is not beneficial for the public in any manner as less experienced candidates were engaged and secondly they are not performing their duties at Kupwara and Baramulla for the whole time," said sources. "Hiring of less experienced candidates as consultants is itself a disaster equally risking the lives of masses and it is loot of public exchequer to provide them huge salaries. Advertisement for hiring of contractual posts of consultants was issued twice; first in 2019 when almost communication systems were at halt due to the abrogation of Article 370," said sources. Sources said that due to the communication blockade most of the experienced candidates couldn't apply and the department slashed the experience clause from five years to one year in order to benefit the blue eyed candidates who were previously working in State Disaster Management Authority for one year as disaster management professionals. "Government should not have relaxed the experience as disaster management is not an ordinary job since it relates to saving the human lives. The government was also duty bond to conduct a screening test/examination as more than one third of the number of candidates was PhD holders. Less experienced and only PG degree holders were selected purely thus leading to cheating," said sources. It would be in place to mention here that both the Baramulla and Kupwara districts are vulnerable to natural disasters with the October 8, 2005 earthquake being a stark reminder in this regard. More than 1,000 people were killed in these two districts of North Kashmir in the earthquake with the infrastructure also suffering huge damage. |
