JKEEGA urges LG to restore position of Joint MD CVPPL to JKPDD nominee

JAMMU, Apr 21: The Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) held a meeting of its Executive Council here today.
The meeting held under the chairmanship of Sachin Tickoo, General Secretary, was attended by Ashok Kumar Dubey, Vice-President, MP Singh, Provincial Secretary, Rajeshwar Jamwal, Provincial Publicity Secretary, Yash Paul, Organizing Secretary, Purshotam Sharma and Vipul Sharma Treasurers.
In the meeting, members expressed resentment over violation of the Promoters Agreement, Dated-10th Dec 2010, defining incorporation of Chenab Valley Power Projects (P) Ltd signed between four parties namely Government of Jammu and Kashmir Power Development Department, JK State Power Development Corporation, NHPC and PTC.
Sachin Tickoo drew attention to the Section 5, Clause 5.3[b] of the Promoters Agreement Dated-10th Dec 2010, which read as- ‘The Chairman of the Board shall be Non-Executive professional who shall be appointed by JKSPDC in consultation with NHPC. The posts of Managing Director CVPPL and Joint Managing Director shall be held by nominees of NHPC and JKPDD/JKSPDC respectively.’
The position of Joint Managing Director, CVPPL to be manned by a representative of GOJK PDD is lying vacant since inception despite being provisioned in the incorporation agreement referred above thereby compromising the interests of the Government of Jammu and Kashmir and strangulating the promotion opportunity deemed for the top brass of Engineering fraternity from JKPDD.
Secondly, with respect to the implementation of the Section 9 Clauses 9.12[a] and 9.12[b], the same have been violated conveniently to open up avenues for the rehabilitation of NHPC employees only thereby depriving the young skilled manpower from Jammu Kashmir and GOJK employees an opportunity to work on deputation in CVPPL. Thirdly, the employees currently on deputation to CVPPL from JKPDD are being deprived of the ‘Lieu Leave-16 days in a calendar year’ and ‘Special Additional leave of 8 days in a calendar year’ as admissible for employees of CVPPL posted at project sites/stations, thereby depriving them of their legitimate rights.
JKEEGA in a letter addressed to Lt Governor Manoj Sinha and Principal Secretary Power Development Department appealed to constitute a committee to examine the issues brought to fore regarding CVPPL so that legitimate rights and interests of not only the employees of JKPDD are safeguarded but also the strategic investments of Government of Jammu and Kashmir in the shareholding of CVPPL are duly protected.
