Jammu, May 31: Half-hearted response to litigations by the various departments and autonomous bodies, has led to J&K government not being able to take a final call on the backdoor appointees and their unjustifiable promotions. Sources alleged that there are a huge number of backdoor appointees in different departments, and with the blessing of a handful officers, they have reached to the post of Deputy Secretary and even beyond, on the basis of ‘pre-planned’ litigations. “Department of Rural Development and Panchyati Raj (RD&PR), has many backdoor appointees, who have made a fortune. In this department, people were appointed as daily rated workers in the 90s and now they are Executive Engineers. Very soon they will be promoted as Superintending Engineers”, sources informed. “Last year, the RD&PR department reverted a daily rated worker turned XEn to his actual position, on the basis of enquiry conducted by the then Financial Advisor RD&PR department. The official had been booked by SVO (now ACB), but this daily rated worker challenged the government order in the court and subsequently managed to get a stay”, sources said, adding that though knocking the door of the Court was his right, but the legal section of RD&PR department, could not respond to the matter in a proper manner. “Dozens of litigations are pending in the law section of the department. The government should tighten its noose around the officers of the department for allowing such matters getting delayed ,” sources added. They further said that on the basis of media reports regarding misappropriation of funds by a former XEn of REW Samba, the Lieutenant Governor’s secretariat had sought a report from the administrative department of RD&PR, but after lapse of many months, no action has been taken against the accused officer. “The Raj Bhavan vide order no. LGS-50/(NI)2020/1149, dated January 28,2020 had sought a report in the matter from the Secretary to Government (RD&PR)”, sources said. “If the court cases are honestly contested, in one go, dozens of people will lose their jobs earned through backdoor channels”, they said, adding that, similarly the other departments too have backdoor appointees. Sources said that in 2019, then Governor of J&K State, Satya Pal Malik had sought details of litigations from all the departments, but his major strike against corruption could not reach its logical conclusion. “A probe into litigation scandals will expose many corrupt officers, who are shielding backdoor appointees,” they claimed. |
