Influential stay at choicest places, others suffer in peripheries

Jammu, June 2: Influential employees in Skill Development Department have been managing their stay at choicest places while others are suffering in peripheries, despite several years of stay.
According to the transfer policy for educational institutions, the minimum term of teaching personnel at a place shall be two years in plain areas and one year in hilly areas while the maximum term of teaching staff at place shall be three years.
Sources informed Early Times that several Vocational Instructors posted in various ITI colleges fall under the Department of Skill Development Department situated in peripheral areas of the Jammu province have completed more than three years of stay in these colleges but have not been transferred to plains in accordance with the transfer policy of the Union Territory administration.
However, several vocational instructors, who enjoy backing of politicians or bureaucrats have been enjoying stay in the ITI colleges located in the capital cities or the colleges near their residential areas, sources in the department alleged. “There are some vocational trainers, who had only a brief tenure of stay in peripheral or hilly areas while retaining their postings at the choicest places, greasing the palms of the officials concerned”, sources alleged.
They further said that the ITI were educational institutions and transfers could only be done in the beginning of the academic session and mid-term transfers have been restricted by the administration.
“But the Department of Skill Development transferred very few vocational trainers during the beginning of academic sessions across the Union Territory. It simply means that those holding posts in city areas are not willing to get transferred to hilly areas and by using their influence to retain their posts in cities. Moreover all the ordinary vocational trainers will have to wait one more year for their transfers”, sources said, adding that in several peripheral ITI colleges only contractual faculty members have been running the show as the department has not been able to transfer permanent faculty members to these colleges.
Director Skill Development Sajjad Hussain Ganai said that the department has been transferring the vocational trainers as per their stay. Asked if those not transferred from peripheries would have to wait for one more year, the Director said that the session was going to close in a few months, after which transfers would be done. “There would be no mass transfers but only those whose stay has matured or those who have a long stay at one place would be transferred”, the Director said.
Asked about manning of peripheral colleges by contractual faculty, the Director said there was overall around 50 percent shortage of teaching faculty in colleges. “The department has already transferred over 120 posts while in the process of transferring over 135 more posts is under process. After it’s completed permanent faculty members will be posted in peripheral colleges also”, he said.
