DFO Reasi throws transfer policy to wind | Issues three orders of forest guards in violation of norms | | Early Times Report
Jammu, June 3: The Divisional Forest Officer (DFO) had allegedly issued three transfer orders of forest guards recently in violation of transfer policy, which prohibits transfer in between financial year by any department. As per documents available with Early Times the office of Divisional Forest Officer Reasi issued its first transfer order No. 5 of 2021 dated 27-05-2021, where twelve forest guards were transferred. Similarly second order issued with No. 6 of 2021 dated 29-05-2021 wherein seventeen forest guards were transferred. Not only this, in an another order no. 7 of 2021 dated 31-5-2021 where in forest guards as well as Class IV employees were also transferred. These transfers were made in violation of transfer and posting policy of Government employees. General Administration Department (GAD) had issued an order No. 948-JK(GAD) o 2020 dated 15-10-2020, which reads that transfers shall ordinarily be ordered in the month of financial year i.e. April every years excluding transfer of the teaching staff and transfers to Ladakh region. Order further reads that calendar is mandatorily to be followed while affecting the transfers of government employees. The notification of the calendar has been made with the intent of ensuring that the transfers are limited to a particular period of the financial year so that minimum dislocations occurs during the financial year which would ensure better outcomes in the implementation of various Government schemes and policies. It was mentioned in the order that it has been observed that the practice of effecting transfers throughout the year is adversely effecting the implementation of schemes and policies of the government. The most significant clause, which was mentioned in the order, was that any transfer which is required to be affected on the administrative grounds beyond the notified calendar shall be done only with the approval of Lieutenant Governor in coordination. The sources in the Forest Department mentioned that the Block Officer and Range Officer were not taken into consideration while issuing transfer orders. Despite repeated contacts, the DFO could not be contacted. |
