Selection of Class-IV employees: Graduates, Post graduates unlikely to be considered

Jammu, June 3: Graduates, post-graduates and other candidates with higher qualifications who have qualified and secured good marks in the Class-IV entrance test, conducted by Service Selection Board (SSB) are unlikely to be considered for the jobs in the final selection process. Only the candidates who have the maximum of the 12th qualification and have qualified the tests and fall in the merit will make up to the final selection lists.
Amid speculations regarding proposal of dropping all the graduates and post graduates from the final selection lists of the Class-IV, sources in the Jammu and Kashmir Service Selection Board (JKSSB) informed Early Times that according to the recruitment rules finalized by the government vide S.O 184 of June 4th 2020, the minimum qualification for applying for 8575 posts of Class-IV jobs in various government departments was matriculation while maximum was Class 12th. “A large number of candidates with higher qualifications have qualified the entrance test with good scores and there are maximum possibilities of them falling in the selection lists, but JKSSB is likely to drop all those candidates with higher qualifications while only the candidates having maximum of Class-12th qualification will be allowed to compete for posts in the final selection lists”, sources said.
Explaining rationale of dropping all those with higher qualification from the list, an official pleading anonymity said that the decision taken by the government to allow only Class 12th qualified for Class-IV jobs was a considered and conscious decision.
“The government has decided to fill around 50,000 posts of various cadres. Out of these posts, this section of candidates with Class-12th as their maximum qualification is only eligible and compete for 8575 Class-IV posts, while the graduates, post graduates have all the remaining posts to apply for”, the official said.
About the legal and other administrative clauses that empower the government to restrict entry of higher qualified candidates for Class-IV posts, the official said, “As the minimum qualification for any job is fixed similarly the maximum qualification or the minimum age or maximum age, can be fixed for any post as in the case of Class-IV posts”, the official said, adding that there were several Court judgments, to restrict entry of higher qualified candidates for the posts.
“There is another problem in selecting graduates and post graduates for Class-IV jobs. Suppose if these higher qualified candidates get selected for Class-IV, maximum of them will definitely appear for graduate level posts and if selected will leave Class-IV jobs. In this way, maximum of Class-IV posts will again fall vacant and JKSSB will have to redo all the recruitment exercise for Class-IV again, while the purpose of the selection process will be defeated”, the official said.
Chairman of JKSSB, Khalid Jehangir said that the Board was in the process of document verification and finalization of the tentative lists.
“There are many candidates who fall under various categories such as EWS, Single child, Widow, Divorced women, Unemployed beside other categories formulated by the government. The Board is in the process of verifying the documents with due diligence. Taking into account these factors as well as the ratio of 1:4 (Four candidates against one post), the Board will do provisional short listing of candidates for further course of action”, Chairman said.
Over the question of dropping all the graduates and post graduates from the final selection lists, the Chairman said that the Board is engaged in other works and so far not reached to that stage and when the time would come, the Board would take the decision.
