Amid pandemic, Hr Edu Deptt gives jolt to contractuals
Faculty engaged on academic arrangements basis in Jammu becomes guest faculty overnight

Early Times Report

Jammu, June 11: The Higher Education Department has given a jolt to the highly qualified youth, engaged in Government Degree Colleges (GDCs) across Jammu province on the basis of academic arrangement. They have been asked to work as guest faculty.

According to the latest order issued by the Higher Education Department to Nodal Principal GGM Science College Jammu, vide number HED/Acad/Arrang/2021 extending the term of faculty engaged on academic arrangement basis.

“.....I am directed to convey the approval of the administrative department to carry on the academic session 2020-21 up-to 31/7/2021 through existing academic arrangement candidates as guest faculty to complete the syllabi as and where required”, reads the order, issued by Additional Secretary to Government Higher Education Department.

Taking strong exception to the conversion of nomenclature, the candidates engaged on academic arrangement basis said that it was sheer injustice with them. “As a contractual lecture engaged on academic arrangement basis, we were getting Rs. 28000 per month along with the benefits of leave as well as week holidays and other gazetted holidays but with the change in arrangement basis, all the benefits will be lost”, the contractual faculty members said.

Explaining further they said that a guest faculty was equivalent to a daily wage earner. “A guest faculty is not entitled to get fixed monthly remuneration, rather paid a partly sum on lecture basis. Moreover there is a ceiling of maximum monthly remuneration”, the contractual faculty said, adding that the guest faculty were not entitled for gazetted holidays or weekly holidays.

“Mostly a guest faculty member gets around Rs 20,000 per month, while having no benefit of holidays or other entitlements. A guest faculty is in actuality a daily wage earner”, they said, adding that a new message has been forwarded to all the contractual faculty members to either join as guest faculty or get their past dues and leave the jobs.

“It is a dictatorial attitude of the Higher Education Department which has taken the benefit of pandemic to give a devastating blow to the future of the faculty engaged on academic arrangement basis,” they said.
