Harsh Dev lodges FIR against officers of Jal Shakti Deptt, NHAI in Udhampur

Udhampur, July 2: Peeved over the repeated dismissal of complaints pertaining to matters of public importance by the Deptts of Jal Shakti and NHAI and the resultant hardships faced by the common masses of District Udhampur particularly in Ramnagar and Chenani constituency, the NPP activists led by Harsh Dev Singh chairman-JKNPP today represented met the SSP Udhampur seeking registration of FIRs against delinquent officers of the said Deptts.
The information regarding lodging of FIR against XEN and some AEEs and JEs of District Udhampur besides RO, Project Incharge and contractor of NHAI stretch Udhampur–Chenani namely Gammon India Ltd, was given by Harsh Dev Singh in a press conference convened for the purpose in Udhampur today.
Singh disclosed the copies of FIRs/complaints against the said officers before the media which read as under:- “right to water has been protected as a fundamental human right by the Indian Supreme Court as part of the ‘Right to life’ guaranteed under Art 21 of the Indian constitution. Not only the Supreme Court and High Courts but the WHO and UN General Assembly have all emphasized repeatedly that everyone has Right to sufficient, continuous, safe, acceptable, physically accessible and affordable water for personal and domestic use. And not only should the water be physically and economically accessible but it should be clean, free from impurities and contaminations.
It has however been observed that Jal Shakti Deptt Officers have failed not only to fulfil their constitutional obligations and the directions given by the Supreme Court but are also guilty of criminal negligence and evasion/non-performance of their duties as public servants.
While the people of rural and remote areas in particular are suffering hard due to non-provision of adequate water supply in majority of villages of Ramnagar and Chenani constituencies, there are several habitations which have been completely deprived of water supply resulting in worst nightmares for the affected people besides resulting in serious health problems. The scarcity of potable water has most seriously affected the villages of Kaghote, Prey, Badhal, Chani, Paletar, Jagwal, Kathil Dangu, Kirmu etc of Ramnagar constituency besides lower Mada, Chajj, Drounthal, Chunti, Barmeen of Chenani Constituency.
“The construction work of four laning of Highway stretch from Udhampur to Chenani was started around six years back. The purpose was to provide better connectivity to the public of the area as well as smooth and unhindered conveyance of vehicles plying on the said Highway.
The period of completion was around two years. But rather than widening or improving the road, the contractor assigned with the construction work has devastated even the existing road resulting in huge inconvenience to the commuters and the public at large.
The road has been damaged through and through resulting in accidents and frequent traffic jams for hours together.
Only recently huge cash was recovered from premises of NHAI Officers in a raid conducted by CBI.
The resentment amongst the general masses and local people of Chenani in particular is growing day by day which could create law and order problems in the days to come. The issue therefore needs due cognizance of authorities concerned with registration of FIR against the Officer-contractor nexus including RO, Project Incharge and contractor”.
Singh said that summary rejection of the peoples grievances by the said public servants had forced his party to restore to legal remedy.
