What really transpired between PDD employees and Govt | | | Early Times Report
Jammu, Dec 21: As the stalemate between the protesting PDD employees and the Jammu and Kashmir administration finally ended at midnight of December 21, Early Times has accessed the documents unraveling what transpired in the close door meeting. As per the exclusive minutes of the meeting signed by the government representatives and employee leaders, there were four demands in total raised by the protesting employees. Below is the reported original text of both the demands as well as the government response. Demand No 1: Shelve the proposal for the formation of the JV Company by JKPTCL with PGCIL. Government Response: It has been decided that the proposal of a joint venture of JKPTCL and PGCIL shall be put on hold. A committee comprising of all stakeholders including JKPEECC would make recommendations on way forward. Demand No 2: Agree to table a white paper on unbundling and reasons for non-implementation of the recommendations of the unbundling committee constituted by the government to streamline the corporation vis-à-vis creation of different positions in the corporations. Government response: It was agreed that the government order No 191-PDD of 2019 dated 23-10-2019 especially clause D (m) that “The Interests of serving employees of JKPDD, M JKSPDCL, and JKSPTCL shall be protected and shall not be varied to their disadvantages in terms of service benefits” would be implemented in letter and spirit. 1. Regularization of engineers as implied by the above government order shall be honored in spirit and completed in a time-bound manner. 2. DPC of Technical-III cadre shall be addressed on pr ority in a time-bound manner. 3. The issue of regularization of PDL/TDL would be addressed in a time-bound manner as per the Recruitment Rules and DPCs conducted by JKDCL/KPDCL since 2019 till date. 4. The salary of the employees would be disbursed timely and delays would be eliminated. Demand No. 3: Delinking of the salary of the employees on deputation to the existing corporations from grant in aid and release regular budget as it is existing for a similar class of other government employees working in other government departments. Government response: After detailed deliberation, it was agreed that salary shall be paid in time every month. Necessary pre-requisite shall be completed well in time before 1st of every month. The salary component of the grant in aid in respect of the employees of JKPFDD on deputation to these corporations is being reassured in terms of their deputation order. Meanwhile, to address the delays in the procedural mechanism of disbursement of salaries/wages out of grant in aid following was decided: a) Creation of CP & AOs/P&AOs in all districts of J&K. b) The funds along with advance drawal sanction is being already made on time. However, in order to avoid delays, the executive engineer (disbursing officers) would present the bills to P&AOs by 25th of every month. C) the time schedule for disbursement of salary/wages shall be the same as in respect of other government employees. Demand 4: White paper on JKPDD on employees on deputation to CVPPL. Government response: A committee would be constituted to ensure that the interests of the JKPDD employees on deputation are not at any disadvantage. |
