Over 130 migrant Anganwari workers in Jammu are without wages for the past three years. After J&K’s transition into the Union Territory they were hopeful that someone would listen to them. But it seems no one is interested in addressing their concerns.
These displaced workers had migrated from different areas of Kashmir in early 1990s after the outbreak of militancy, these Anganwari workers have been performing their duties in different Anganwari centres in Jammu under the Integrated Child Development Services (ICDS) scheme run by the Socal Welfare Department.
The J&K administration is spending crores on publicity but has no funds to pay their pending wages. In 2020 they were not paid any wages for their work. In 2108, these workers were paid wages only for five months. Similarly, in 2019, only eight months of wages were released. Since 2020, authorities have stopped releasing their wages.
These workers have approached all the concerned quarters but no one is listening to them. Even the Supreme Court had directed the Jammu and Kashmir Government to release and disburse monthly honorarium to displaced migrant Anganwari workers regularly. But the J&K administration has even ignored the SC directions. Since the outbreak of COVID-19 pandemic Anganwari workers have been at the forefront across the Union Territory. It’s unfortunate that instead of recognizing their efforts, the administration is not even paying them their meager wages and the migrant workers are being treated as children of “lesser God.”
These migrant workers have been working for the past many decades. They used to face difficulties earlier also but the popular governments used to address their concerns. The present regime led by the bureaucrats has ignored them completely and it appears that these poor workers don’t even exist for them.
The government has been claiming that it’s reaching out to everyone. If it’s true then why are these poor workers being ignored? It appears that the entire system has gone haywire and the bureaucrats have started believing that they are not accountable to anyone, including the Supreme Court. They have become complacent.
Among the 130 migrant social welfare workers, many are those on whom their families are dependent completely. But the helmsmen seem least bothered. They are not showing any concern towards the difficulties being faced by these poor souls. The government needs to wake up before it gets too late.
