Snowfall exposes admin again

On paper, administration run by bureaucrats sounded to be prepared to meet any exigency due to weather. However, the first major snowfall of the season exposed these preparations and every thing fell apart like pack of cards.
The February 22-23 snowfall has once again underlined serious lapses in handling of post-snow situations by the administration.
The few inches of snowfall caught administration napping. It was not the case that the administration was not informed in advance by the weatherman. The forecasters had predicted well in advance about the wet spell and the administration had ample time to put in men and machinery ready to deal with the situation. However as snowfall started, the administration was yet again exposed.
“Photo ops” by members of the administration notwithstanding, the snowfall brought about hardships to people. It seems that the administration was far from learning lessons from the past. Snowfall and heavy rains is not new to Jammu and Kashmir and the government machinery is expected to learn from similar experiences in the past.
The first casualty of the snowfall was again the power supply. Millions of people were left without power for hours. Some areas are still reeling without power and have been relegated into darkness. Needless to say that if anything makes the post-snow period more miserable, it is the absence of electricity.
The second comes the blockade of the roads. The administration cleared the snow from few areas but most of the roads remained snow-clogged. Interior road at places are still uncleared and people are now hoping the sun to blaze to ease their woes.
The snow-clogged roads are causing huge disruptions in the public movement. The other problem which remains unaddressed is water-logging. There is archaic drainage infrastructure in place and over the years, the problem remains as it exited years back. All claims of the administration fall flat and problems of the people only mount.
There are only some orchestrated social media posts which are made to claim that administration has this or that. The ground situation is contrary though. However people hope that administration wakes up from the deep slumber and works really on ground. So far, except for the PR machine, no other machine is working effectively to bring any respite to the people. There is hoping that sun comes out and people get relief.
