Departments defying norms, technicalities while constructing public utilities

RAMBAN, Sept 20: Aim to divert attention from the core issue of negligence and corruption both the departments have started blame game and accusing each other besides putting students life in danger and misusing public money.
Pertinently, the centre as well as state government has fail to provide education to children at their door step, as there are many villages in the state who are still deprived from basic education facilities.
Ganote area, around 30-35 Km away from the district headquarter Ramban is a victim of administration apathy, the children of the area has being ignored by the education department and their right to education has been snatching, which is priority of government.
As per the revenue record this is the biggest panchayat of district Ramban not only in population but area also, but unfortunately neglected by the government as well as district administration.
It is pertinent to mention here that government has launched many schemes including right to education, "Sab Padhe Sab Badhe" besides many other such schemes but the children of the said panchayat are struggling for getting proper education as there are only two room of Government High School for about 350 students. Besides this only five teachers including incharge headmaster running the school.
According to the sources the government has planned to upgrade the building of the school under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and directed the construction agency to construct eight new rooms for smooth functioning of the school.
Sources further said that in October 2013 the then Chief Education Officer (CEO) Ramban V K Soni visited in the village and identified four locations adjoining to the present school and premises for the construction of new high school building.
Sources added that the location where at present the construction of RMSA sanctioned high school building is in process was last in places, considering the safety of students.
Locals alleged that for giving benefits to their blue eyed people some politicians managed started work of only two rooms at the estimated cost of Rs 49.17 lacs instead of approved eight rooms in the rejected area, moreover the building is without pillars which may be danger in future as the said location is technically not appropriate for construction with respect to topography of the area, furthermore the building being constructed is just three feet away from 400 feet deep gorge.
Pertinently, the present CEO after getting information directed the Zonal Education Officer Ramban to conduct visit of the area and verify the matter.
Locals claimed that the high profile politicians and concern contractor by using their contacts manage to continue the construction work of the school.
When contacted Chief Education Officer (CEO) Ramban Mohammad Sharief said that the education department has asked the executing agency to stop the construction work of the extension building of said school but the department is still working on it by their own. He further said the education department has found the site unsafe for the students and will not take over the possession of the school.
However, Executive Engineer Public Works Department, Road and Building (PWD, R&B) Amar Singh Katoch said that earlier the education department has given us their consent for the construction of school at the same place.
He further said that recently education department has submitted a letter to stop the construction work of the school, but the work is on the verse of completion and it is not possible stop the work at this stage.
He claimed that only single place was identified by the department for the purpose.
