Why is PHE deptt so generous towards a JE?

Jammu, Sept 20: The magnanimity of Public Health and Engineering Department towards a Junior Engineer is very intriguing and fishy. The department has blatantly violated the J&K Public Men and Public Servants Declaration of Assets Act 1983 by not seeking the property statement of engineer and even refused to disclose the same under Right to Information (RTI) Act.
An RTI filed by Sanjay Gupta seeking details of Junior Engineer posted at Bajalta since 2011 and from 2011 the above said JE had not been transferred which is violating of transfer rules and regulations.
An RTI revealed that no property statement filed by aid JE is available in this office. However JE was asked by this office letter no PHER/2377082 Dated 20.07.2016 to provide the photocopy of property statement but JE has submitted a very ordinary letter to the department for not providing his property statement.
The information seeker alleged that the said JE has nexus with senior officials of the department so they are shielding him. If JE cannot share his property statement under RTI and then why JE is hesitate to share his property statement since 2010 with department under the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act 198. It's clearly violation of government order but the few higher ups have remained silent on the issue as there is something fishy in entire case.
"The slackness of PHE Department can be gauged from the fact that all rules are bent for a JE posted in Jammu denied discloser of his property detail with department as well as he remained posted same place for last five years," he alleged and adding that there are many more officials who have not shared their property statement with the department so far.
When contacted Chief Engineer Sushil Amia refused to comment on the issue and asked to file an RTI for answering the queries.
