Probe in misappropriation of funds meant for repair & maintenance of PHE demanded

Kathua, Sept 20: People from tehsil Billawar today convened a meeting under the leadership of Akhtar Ali an RTI activist and ex sarpanch wherein people condemned misappropriation of funds meant for repair and maintenance of PHE/Irrigation Machinery and sought probe in squandering of government funds.
They alleged on officials of PHE/Irrigation (mechanical) Billawar division and private contractor hired for the maintenance of lift irrigation, dug well, renovation of tributaries etc.
A RTI disclosed that J&K government allocated 4.12 crore to PHE and 1.20 crore to Irrigation department under different schemes from finance session 2013 -14 to 2015-16 for maintenance and repair of machinery with the aim to facilitate people, farmers hailing from tehsil Billawar, district Kathua but the funds have not utilized at ground level .
RTI reports bearing no PHEK/C/1881-84 dated 16-6-2016 & IDK/1071-72 dated 15-06-2016 have exposed this scam and ground level defunct position of the machinery. ET team has both the copies.
Akhtar Ali filed an RTI questionnaire to expose the scandal and it is come to know that 5 crores have been allocated so far for the maintenance & repair of PHE machinery and Irrigation like Lift Irrigation, dug well etc but the funds are allegedly not used properly for the purpose to maintain the machinery.
Mohinder Singh, Dev Raj, Jatendra Singh, Jagdesh Spolia and Rajkumar alleged on AEE PHE Billawar, AEE Irrigation Billawar at present AEE Kathua to have squandered huge amount meant to facilitate farmers and general public.
" Government allocated huge amount but people are yet to get water supply due to defunct machinery,' They appraised and asked where the fund utilized in these 3 years long period as people are still crying and machinery need immediate repair & maintenance.
Akhter Ali said, " J&K government allocated 4.12 lakh under SDRF, 11.56 lakh under state share, 4.34 lakh under maintenance and 11.75 under district plan to irrigation in the year 2013-14, 18.21 lakh under SDRF, 7.60 lakh under State share, 9.51 for maintenance and again 11.75 lakh under district plan in the year 2014-15 same as 1.97 under SDRF, 17.08 lakh- state share, 15.44 for maintenance and 6.64 lakh under district plan for the year 2015-16 to irrigation department but not even a single penny has been used for the main purpose. He said similar amount has been allocated to PHE department.
People appealed Dy CM Nirmal Singh who is also legislator from constituency to intervene and draw out truth behind the scam.
