Congress bends to head KAHDC | CC breaks deadlock | | ET Report JAMMU, Sept 12: With reports suggesting that human error is the reason behind most of the road mishaps across the state in which hundreds of lives are lost every year, licensing process in the state has come under scanner with candidates issued licenses without subjecting them to any written or oral exam. The Regional Transport Offices across the state are issuing Driving licenses without any written or verbal test and in the process people get the licenses without acquiring the basic knowledge of traffic signals, rules and conventions. Most of the people in Jammu know driving skills, but they are unaware of the traffic rules, which creates chaos when such people drive their vehicles on roads. Lack of driving sense on the congested city roads is attributed to lenient licensing process which authorizes new drivers to hit roads without crucial knowledge. A traffic officer on duty said, "Most of the time we have to stop the commuter and show them that this is the sign of 'No Entry', sometime on the traffic signal we have to show them that they should stop before the yellow line." "Before issuing the license, the authorities should ensure that the candidate know all the signs and signals of the traffic," he added requesting anonymity. Arvind Kotwal, Regional Transport Officer Jammu, when contacted said, "We don't take verbal or written test for learner license, because of the lack of infrastructure and manpower, but we strictly check the driving skill and the physical fitness of the candidate applied for license." "We are planning to start verbal test before learning license within two months, a hall is under construction, which will be used for this test," he added. |
