Inquiry indicates embezellement in Pahari hostel Rajouri | | | Et Report
RAJOURI, Sept 23 : Right to Information (RIT) activist Kapil Gupta, who had sought a copy of inquiry report in the large scale embezzlement detected in the Pahari hostel at Rajouri, said that the present warden has misused funds worth lakhs of rupees during his more than 7 years term. In 2011 the inmates sat on hunger strike as they were denied food and other essential requirements. The protest was suppoirted by the civil society. Inmates and Pahari student Union officials had also presented a memorandum to Vice Chairman Pahari Advisory Board (PAB) at that time alleging nexus between warden , political leaders and members of PAB responsible for operating the funds. They sought an inquiry into the nexus and large scale bungling of funds provided for the welfare of poor Pahri Students. Under the mounting pressure from the civil society members, social workers,inmates and some members of SPAB the then DDC had ordered an inquiry vide his office letter No SQ/1605-09 dt 28/11/11 which was conducted by the then Assistant Commissioner Defence Farooq A Shah. Inquiry Officer's findings reportedly indicated many shortcomings in the Pahari hostyels including misappropriation of funds meant for the welfare of the students by the warden Babu Khan. But under political pressure the report was not made public and funds continued to be made available to the present warden without any administrative monitoring , alleged students, NGOs and members of civil society. When the report was not made public or no action taken against the warden for few months the students approached the Chief minister, grievances cell (CMGC) and vide its order No. 36039/2012 DDC was directed to conduct an inquiry into the allegations. But inquiry was not conducted under political pressure because the warden is brother-in-law of Health Minister as alleged by the member of civil society, including Shahbaz Khan executive chairman JK Pahari People Movement (JKPPM). After about two years and repeated applications forwarded by the RTI activists the inquiry report was provided to one Kapil Gupta. According to findings by the inquiry officers against sanctioned capacity of 100 inmates 150 students were found in the hostel besides that some blue eye persons were also appointed from back door . 189 bedsheets were purchased @cost of between Rs200-225 while the market rate of these sheets was Rs100 per sheet. Similarly fake /excess bills were found attached for the purchasing bakery items, vegetables ,broiler chickens, and for the maintenance and repairs of the computers and salary for the computer tutor . Inmates had informed the inquiry officers that they were never taken to computer laboratory and were not aware about the ABC of computer learning . Inquiry officer also said in his report that 32 mattresses issued to the students were supplied by the Army under operation Sadbhavana while the purchasing bills for the same mattresses were found in the records. Some items purchased for the welfare of poor students were neither found in the stores nor issued to the students as the stock and purchase registers were not provided to the inquiry officers as Abdul Hamid accounts assistant said that the same are lying with the warden who was on Haj pilgrim. 100 pairs of Hawai Chapples were purchased @ the cost of Rs 99 against its market cost of Rs 65 only. Fake bills were also found drawn for the purchasing of 'cherry blossom' boot polish while inmates claimed that they were never issued such shoes. Records for purchasing of one quintal sugar per month were also found during investigation while inmates had claimed before the officer that they were provided 'salty tea'. This was also confirmed by the cook as well as staff members . In the inquiry report it was also mentioned that tooth pastes, washing and bathing soaps were shown purchased from the local market while these items were purchased by the warden from army canteens on less rates. I00 percent attendance was found of the inmates round the year while on being checked and inquired by Farooq Shah he found it not exceeding 50 percent. He during investigations found that 100 eggs , 200 'bandhs and 100 kichories were served to the inmates in the months of January and September. But inmates, cook and other staff categorically had denied of issuing of any such items during this period. 30 liters milk was shown in the records purchased every day for the inmates while cook had said that only 15 litres milk was supplied to him per day. Pertinent to mention here that when students went on hunger strike Local MLA Shabir Khan along with the then DDC and SSP and some Pahri leaders visited the hostel they were apprised by Sarfraz Hussain senior vice president Pahari Student Union that the students were not provided books, uniforms, bedding etc for the last few years. But despite that no action was taken against the warden. Meanwhilw when various Pahari leaders today brought the matter (embezzlement in pahari hostel) to the notice of Kafeel-Ul-Rehman, Vice chairman state Pahari Advisory board, who is on two days tour to Rajouri, he said that thismatter and other grievances being faced by the Pahari community people will be taken up Advisory Board meeting with Chief Minister with in next few days in few days. |
