Govt to frame new advt policy for newspapers | Cost will be included in DPR of project | | Akshay Azad Jammu, Sept 23: Facing paucity of funds for paying for advertisements to more than four hundred registered newspapers, the state government is mulling to include the amount of advertisement in Detail Project Report (DPR). However, the amount of advertisement will be paid by the company which will receive contract for the project. Sources informed Early Times that there were more than 450 registered newspapers presently under publication across state and were getting government advertisements. "The state government spends plenty of money in the form of advertisements, which are also lifeline of these newspapers. The state Information department spends around 20 lakh per newspapers as advertisements," sources said, adding that but due to abrupt increase in number of registered papers, the Information departments has been facing hurdles to pay liabilities to newspapers. Sources further disclosed that in last budget session 2013-14, the state government had increased the price of advertisement, which increased the burden on Information department. "Taking strong notice of growing news papers publication in Jammu and Kashmir, the state government has now decided to take this step", sources said. Informing about the procedure, sources said that whenever the DPR any of any project will be prepared the amount of advertisement will be included in it. "The Company which will be awarded contract for same project, have to pay the amount of advertisement", sources said, adding that the process would give a great relief to information department and also the newspaper owners. "This step would financially help JK Information Department and even generate revenue for state" sources said, adding that, the state government was also likely to frame a policy to curb the growing newspapers especially those which were violating the norms. According to sources, the state government has paid around Rs 40 Crore to newspapers and other periodicals on account of advertisements during last three years. Out of this amount, around Rs 18 Crore were paid to 162 local newspapers of Kashmir division while Rs 17.24 Crore were paid to 210 local newspapers of Jammu division in last three years from 2010-11 to 2012-13 (up to February). National newspapers got a share of around Rs 5 Crore during the same period. In the last fiscal year, local newspapers got around Rs 5 Cr (each in Jammu division and Kashmir division) on account of government advertisements from the J&K government. To national newspapers, the state government paid Rs 1.17 Crore during the year 2012-13 upto February. In the year 2011-12, the state government had expended a total of Rs 17.38 Crore on account to advertisements to local as well as national newspapers across J&K. In Kashmir division, the local newspapers got Rs 7.92 Cr while in Jammu division the amount spent on advertisements by the state government was Rs 7.19. The national newspapers extracted a share of R 2.27 Cr this year. In the year 2010-11, the government had paid Rs 4.96 Cr on account of advertisements in local newspapers of Kashmir division and Rs 5.09 Crore in Jammu division. |
