Transfer of 160 DySPs tear apart DGP's directives, JKP's policy on Transfer, Postings | Yeh Apun Ki Choice Ka Mamla Hai……. ! | | Sumit Sharma JAMMU, Jan 27: With the transfers of 160 Deputy Superintendents of Police (DySPs), Jammu and Kashmir Police Force which is already struggling to clear its image, has to drag its feet in controversy as Police's own guidelines, norms of transfer policy and Police Chief's initiative to streamline transfer policy of cops received thaw. The transfers were made by Director General of Police Ashok Prasad, on Republic Day, keeping in view 2014 Lok Sabha elections in the state. The recent transfers have worked as salt on the wounds of those who were looking for their turn to be posted at the deserving chair at the behest of those who are always enjoying lucrative postings, as per DGP's initiatives of uniform posts and non uniform posts which is already mentioned in J&K Police's policy on transfers/postings of Upper/Lower subordinates. Pertinently, in General Principals of police's policy on transfers in Para 1, line 7 reads as, "The transfers shall ordinarily be made from uniform to non uniform and vice versa depending upon strength of such wings". Further, the DGP's initiative that there would be rotational system in transfers and postings seems to go somewhere in the pocket of politicians. Worth to mention here that DGP, Ashok Prasad after taking over as new police chief of the state, had wished that he would like to consolidate the gains made by the police force and would lead them to make it the most modern force in the country. Prasad, who had also initiated a process to streamline the system within the department to ensure performance based transfers and postings of non-gazetted rank police officers of the rank of sub-inspectors and inspectors besides gazetted rank police officers of the rank of Deputy Superintendents of Police (DySPs) and Superintendents of Police (SPs). On rotational system in transfers and postings, highly placed officers in PHQ, on anonymity said, Prasad had views . "If an officer has served for three years in executive as well as Traffic wings (uniform) then he/she will have to further serve in other wings like CID, Special Branch, Crime Branch, State Vigilance Organization etc. for a similar time period. The entire service record of the officers must be reviewed before effecting the transfers and postings". For the purpose Prasad held meetings with senior rank police officers and discussed at length how to streamline the internal system and who to present the best modern police system to win the hearts of general public. Contrary to this, majority of the transferees are those who have been enjoying lucrative postings for decades including Dewakar, Mushim Ahmad Singh among many who are best examples and there are those who have been in one wing of police for decades, DySP Jeetan Ji Matto and others who receive step motherly treatment.
