No end to Pitfalls in execution of centrally sponsored schemes

Jammu, June 26: Flouting the guidelines set by union government to execute centrally sponsored schemes, Public Health Engineering (PHE) Department took up 1452 Rural Water Supply (RWS) schemes at an estimated cost of Rs 1866.24 crore for execution without obtaining approval of State Level Scheme Sanctioning Committee (SLSSC) in last five years.
Sources told Early Times that the eight member State Level Scheme Sanctioning Committee (SLSSC) was set up in June 2009 comprising six members from the PHE Department and one member each from the Joint Development Commissioner (Works) and Regional Director Central Ground Water Board (CGWB). They further said that as per guidelines all the Rural Water Supply (RWS) projects/ schemes and support activities under the programme had to be approved by SLSSC taken up by the State Government.
They further maintained that approximately 1,452 RWS schemes were taken up for execution since 2009 at an estimated cost of Rs 1,866.24 crore but not even a single project got sanctioned by the concerned department from committee more so an expenditure of Rs 457.02 crore had been incurred on these schemes.
Further, the slackness on the part of the Committee can be gauged from the fact that against a minimum of eight meetings required to be held during the period 2009-13 only one meeting of the SLSSC was held, they added.
They said that the concerned department did not adopt programme guidelines envisaged for sanction of new RWS schemes and review of the existing schemes.
The SLSSC cleared project proposals based on lists of projects put up during meeting without having a mechanism to scrutinize the Detailed Project Report of each project, they said further adding that the approvals to individual project or even lists of projects were not documented to assure that each project stated to have been approved by SLSSC was indeed appraised, discussed and approved by SLSSC.
