Meager 10.23 percent female officers in state cadre, 13.76 percent in divisional cadre | Women empowerment, merely slogan in J&K | | Male officers favourite of political elite Syed Junaid Hashmi JAMMU, June 26: With a meagre share of 10.23 percent, women continue being denied due representation in the Government services in Jammu and Kashmir. According to the data available with General Administration Department (GAD), 10.23 percent female officers have managed entry into the state cadre and are serving in various departments on positions which hardly give them a chance to exhibit their intellect and hardwork. At the Divisional level, female officers have managed to get a share of around 13.76 percent in the Government services. This share includes their representation in various universities, banks and Government funded corporations. Before the new dispensation took over, a few female officers were holding important positions in the administration as well as in Jammu University but the new set-up ensured in a phased manner that even they were relegated to ordinary positions. This includes four female IAS and several KAS officers alongwith a few KPS and IPS officers. Strange has been the case of Universities in Jammu and Kashmir where even eminent female educationists and intellectuals have served or are serving yet none has ever been considered to take over the prestigious position of the Vice-Chancellor of any of the universities functioning in the state. If the sources are to be believed, they are not even considered in the reckoning when the process for finding the Vice-Chancellor is initiated by the Government. They are manning various important positions but have not ever been considered for important assignments in majority of the cases. Much worrying is the fact that some of the noted women rights activists and social scientists having international recognition with proven administrative track record too were not considered for the top job in any of the eight universities of the state. Though a female is heading Jammu and Kashmir State Board of School Education (JKSBOSE) but it is an Adhoc arrangement with the lady on the chair not eligible for the job. Sources assert that those who have eligibility and could have reached to this position are being denied the same on the pretext the process for filling this prized post is yet to be completed. Data from GAD clearly shows that female officers have managed positions by seniority or through normal route. Respective political establishments have preferred to keep them on the ordinary positions and not have even once considered a female officer for an important assignment. The first priority in the administration continues to be male officers. Even the fresh ones get important assignments. Barring tenure of few months, no female has ever been allowed to head Home, GAD, Planning and Power department for full tenure of two or more years. Critical positions in the administration have always been the fiefdom of men. The data is somewhat heartening at the district level with women representation around 22.11 percent but even at the district level, female officers in most of the cases are serving in positions where their role is minimal and of no consequence. Those serving in district cadre do accept that the officers above them prefer male staff for the only reason that they can stay for long hours and with whom; they feel extremely comfortable working even during odd hours. More shocking is the fact that female KAS officers are mostly assigned departments where their mental abilities are never put to stern test. A female Tehsildar, a city SSP, a city IG or for that matter DIG is a rarity in Jammu and Kashmir. This stands true in almost all the cases. Whatever the reason but female officers continue to be given second preference in the state administration. They are not considered by political elite for top jobs. Whether or not this change is something which is being watched seriously. |
