Negative attitude of coalition offending Jammu youth
Dogra certificate

JAMMU, June 26: The Dogra youth are chaffing. They are seething with anger and their anger is directed particularly against the Congress and the National Conference. They are charging both the parties, which are ruling the state since January 2009, with playing with their career to please the separatists like Geelani, Mirwaiz and perverted sections of society in Kashmir. Their charge against the NC-Congress coalition Government is that it harmed their interests at the behest of Kashmiri separatists. The case in point is the senseless withdrawal of the decision under which the concerned revenue authorities were authorized to issue Dogra certificate to the youth desirous of joining Central Paramilitary Forces (CPMF). The then Revenue Minister Raman Bhalla had threatened that he would go to any extent to defend the decision of the Revenue Department, but later on ate his words for the sake of chair.
The charge of the Jammu youth cannot be dismissed as something silly. The charge is well-founded. Indeed, the Jammu and Kashmir Government, vide Order No Rev/LB/69 of 2011, dated March 25, 2011, had accorded sanction to the issuance of Dogra Certificate in favour of all such residents of Jammu division who were otherwise eligible for grant of Permanent Resident Certificate in their favour in terms of J&K Grant of Permanent Resident (Procedure) Act and rules made there-under. The order was issued on the basis of recommendation of a committee constituted vide Government Order no Rev (LB) 211 of 2010, dated December 12, 2010. On April 7, 2011, the State Government amplified the Government Order No Rev (LB) 69 of 2011, dated March 25, 2011 and ordered vide Order no Rev (LB) 82 of 2011 that the said Dogra certificate shall be issued to the candidates who were desirous of seeking employment and otherwise eligible for such employment in Central para-military forces, wherever relaxation in height and chest measurements is permissible under the recruitment rules and such a certificate was a prerequisite. The new Government order also said that the said certificate shall be issued for this specific purpose alone and shall not be valid for any other purpose.
The Government order evoked a sharp reaction from Kashmiri separatists and others of their ilk in the Valley. They described the Government decision on Dogra certificate as a conspiracy, notwithstanding the fact that this benefit of relaxation under these rules was also made available to the residents of Kashmir valley and hill areas of Leh and Ladakh. The rabid opposition of extremists and fanatics in Kashmir to the Government order had its impact on the anti-Dogra forces in the NC-led coalition Government. They approached the then Union Home Minister P Chidambaram to help them and the result was that the whole order was withdrawn. In other words, the NC, the Congress, the Kashmiri separatists and others of their ilk in the Valley and the Congress-led UPA Government at the Centre joined hands against the Dogras of Jammu and devied the Jammu youth what was their legitimate due.
The memories of what the NC and the Congress did to scuttle the order are too fresh to be forgotten. In fact, only the other day, a group of Dogra youth condemned the Congress and the NC for their anti-Dogra stance. It would not be wrong to say that one of the causes responsible for the defeat of the Congress candidates in the Lok Sabha elections in Jammu was the reversal of the order on Dogra certificate.
