Jammu, June 26: In yet another glaring instance that substantiates NC led coalition government deliberately deviating from its own laid out policies is inexplicable overstay of one of the high ranking officials on one post for the last over 7 years. While there are many such cases in rank of file of administration, the one in reference is that Secretary of Legislative Assembly Mohammad Ramzan on the post he is occupying for long in contrariety of the government policy which clearly elucidates that posting tenure of all officials is two years and it can't exceed three years at the most.With government in its fag end of tenure, is LA Secretary also on way out of the coveted position he managed to retain despite fingers pointed against him on a number of fronts...?
If sources in the Law department are to be believed, the incumbent Secretary Mohamamd Ramzan whose name remained under cloud of certain controversies in the past is likely to be replaced by the government and party which pampered him most all these years, albeit to promote their own political interests as also accrue benefits in terms of brazen nepotism and favoritism in making appointments in the Assembly. Sources said NC which retained him on the post for so long a tenure for its own interests may show him way out any time soon on account of piled up complaints mostly through RTI activists about aberrations on many fronts in the Assembly. Sources also said some files with regard to complaints have been sought to be opened by none other than the Chief Minister's office which is why axe is likely to fall on him by way of replacement by a new incumbent before this government completes its own tenure.
While Ramzan who was already working on a senior position in the state Assembly was elevated to the present post in the year 2007, the government conveniently allowed him to work without a break for the purported reason of having their own say in the legislative affairs of the Assembly by dint of which it managed to have many things to its side during the course of sessions in particular, sources said adding that his presence became even more convenient route for ensuring entry of kith and kin of ruling parties in particular into the Legislative Assembly through backdoor. As many as 80-90 such appointments have been made over the last five years in the LA with two NC Speakers at the helm in successive terms. Ramzan was in the eye of storm when questions were raised for his inappropriate eligibility in terms of less educational qualifications. yet this did not budge NC and the powers at the helm at that time nor did it move an inch in looking into allegations of brazen back door appointments in which all norms had been flouted to the hilt on more than one front. |
