Mess continues in Technical education Deptt as two sectors remain headless
Recruitment rules remain elusive

SRINAGAR, July 20: Despite the change of guard at the top mess continues to prevail in the Department of Technical Education as the State Government is running two critical sectors in the department on adhoc basis. This is despite the fact that the sectors polytechnic and Industrial Training Institute (ITI) are employment generating.
Sources told Early Times that these two sensitive sectors in the state are virtually headless because the two posts of Joint Directors created for implementation of 100 percent centrally sponsored schemes in 2008 in ITI sector are still unfilled for want of recruitment rules.
On the other hand while as one post of Joint Director created for Polytechnic sector in 2009 for making procurement and look after civil works for newly established 18 polytechnics has been filled though not properly, sources said.
"The department has made large number of adjustments and promotions in Polytechnic sector in absence of recruitment rules. The department has remained silent in this regard for ITI Sector. The government is deliberately creating a vacuum in the two sensitive sectors so that it picks favourites and influential on key positions," said sources.
Sources said that most of the influential head of the institutes have been placed at the choicest chosen places in Directorate of Technical Education and in the offices of Deputy Directors. The institutes under active consideration of Centre of excellence under whose jurisdiction Rs 2.5 crores stand allocated by the Centre under PPP mode have been kept headless.
The charge of these institutes has been given to other blue eyed head of the institutes. These in-charge favourite officials in turn advocate the agenda of politicians as they owe a debt for the 'illegal' favour they get from them. By way of this nepotism government is brazenly violating recruitment rules in Technical Education department
"Muzaffar Ahmad Shah was promoted in charge Principal ITI Anantnag and Mushtaq Malik as Superintendent ITI Banihal. Javid Hussain was promoted as Superintendent ITI Ganderbal, Bashir Ahmad Beig as Superintendent ITI Tral and Abdul Rashid Bajad as Superintendent ITI Lalpora against direct quota posts despite being ineligible for the posts. This has breached the recruitment rules in the department," said sources.
Sources said that despite High Court directions not to make stop gap adjustments beyond six months the government is intentionally dilly dallying the matter so as to extend undue favour to the favourite officials. This has blocked opportunities for deserving departmental candidates and new comers who join the department with innovations and ideas.
"Departmental promotions in ITI sector are not being held since 2000 by Jammu & Kashmir Public Service Commission (J&KPSC) which has resulted in stagnation. This has created disinterest among aspirants as their opportunities to deserving higher positions are blocked. Presently almost 100 percent officers on key positions as Deputy Directors, Assistant Directors, Principal ITI's and Superintendent ITI’s are working on stop gap adjustments which has blocked the promotional avenues of lower rung officials," said sources.
Officials holding position of supervisors, foreman, surveyors and all sub-ordinate officials' i.e. senior instructors, junior instructors, workshop attendants, orderlies and helpers are being denied the promotion. Since 2000 more than 30 percent officers-officials including three in-charge Deputy Directors, in-charge head of the institutes and supervisors and above all instructors have retired from their services without getting their regularization on their substantive posts, said sources.
Sources said the government created large number of posts (both Gazetted and non-gazetted) for implementation of 100 percent centrally sponsored schemes in 2007 and 2008 which have not yet been incorporated in the relevant recruitment rules. This has blocked promotional-appointment opportunities of departmental deserving candidates and new comers.
