Jobs for West Pakistan refugees but not citizenship rights

Jammu, Mar 2 : According to the Common Minimum Programme(CMP) framed by the ruling BJP-PDP coalition in Jammu and Kashmir, the government is likely to allow the West Pakistani (WP) refugees to seek employment in the government departments in the state.Under the CMP, wards of the WP refugees would be eligible for seeking admission in professional colleges in the state. Under the state subject law, non-state subjects are neither allowed to seek jobs in the state government departments nor their wards can get admission in the professional colleges in the state. However, the doors of the central government departments, including armed forces and paramilitary forces are open for them.In addition to this, each family of the WP refugees would receive some financial assistance by way of compensation for the losses they had suffered while migrating to Jammu.As far as the question of granting citizenship rights to these refugees is concerned, the ruling coalition has decided to keep the issue under the carpet. In fact, BJP wanted PDP to consider the issue on humanitarian grounds but its leadership is believed to have convinced its partner that granting citizenship rights to the refugees from West Pakistan would have adverse reaction in the Kashmir valley.Reports said that BJP tried to explain to PDP that the campaign launched by the separatists against the grant of citizenship right to the WP refugees on the plea that it would change the demographic character of Jammu and Kashmir state was baseless and without any substance.
BJP leaders said that out of three regions in the state two, the valley of Kashmir and Ladakh, had Muslim majority and only the region of Jammu was Hindu dominated area.Granting citizenship rights to one lakh refugees from west Pakistan would not alter the Muslim majority character of Jammu and Kashmir.
