Srinagar, Mar 2: Officials, including the top bureaucrats, have been "enjoying life" since the day floods hit Jammu and Kashmir in September 2014. JK witnessing the worst floods in the past 50-years sealed the fate of the Omar Abdullah led regime as state government couldn't do much to help the marooned people. Floods proved to be the last nail in the coffin of NC-Congress regime but these proved to be a blessing in disguise for the officials. Soon after flood waters receded assembly polls were announced and Model of Code Conduct was imposed in JK giving a pretext to one and all to "stay away from work." The formation of the new PDP-BJP government has ended a six month long holiday for babus and they have pulled up their socks to get back to work as they know that new Chief Minister Mufti Mohammad Sayeed is a "tough administrator" and a veteran politician who cannot be taken for a ride like his predecessor Omar Abdullah, who ostensibly lacked acumen, experience and ability, to lead from the front. Results of recent assembly elections throwing up a fractured mandate in December 2014 led to the delay in government formation as PDP and BJP took nearly two months to iron out the differences and frame a Common Minimum Programme (CMP). During all this time officials have had a field day and they (babus) took full advantage of no political dispensation being at place and enjoyed a 6-month long holiday. "People who used to visit the Civil Secretariat were the worst sufferers as most of them had to return disappointed as they were told in clear terms to come when new dispensation would be at place," sources told Early Times. An official claimed that they have been on "leave" since 2009 when Omar Abdullah took over as the Chief Minister of the state. "The erstwhile NC-Congress regime functioned in a strange way. People at the helm seemed to be in no hurry and used take all the issues casually," he added. " Former Chief Minister Omar Abdullah attended the meetings just for the sake of formality. Soon after the photo session used to get over Omar used to walk away asking a top official to brief him about the decisions later," revealed a source. He said that Omar's "casual approach" encouraged others to follow him. "Files used to gather dust for months together in the chambers of the ministers and other politicians. Laidback approach of the politicians led to official machinery becoming defunct," the source added. Another official while talking to Early Times said, "The entire bureaucracy was politicized during the Omar Abdullah led regime. The yes men who used to hover around their political bosses left no stone unturned to appease them." "Ministers acted like local MLAs and were only concerned about their constituencies that too when the term of NC-Cong coalition was coming to an end. Chaos and confusion ruled the roost which added to the miseries of the common people," sources claimed. The official said the new political dispensation can take some time to clear the mess as the previous regime sat over many issues. "Lack of coordination among the ministers and politicians trying to score points over each other were the major factors which delayed many projects and even led to funds sent by centre getting lapsed in Jammu and Kashmir," he added. Sources said that officials during the past six years have just acted as "mute spectators" and were only concerned about drawing their salaries, as they knew it very well that JK lacks a "vibrant political government" and this is the best time for them to sit back and enjoy the politicking which was taking place around them. "Last six months turned out to be a leisure time as there was no accountability at all. The ousted NC-Cong regime has left JK administration in a mess and to clear it could prove to be a Herculean task for the new government," sources added.
