GAD issues norms for providing of staff to the Council of Ministers | | | Early Times Report
JAMMU, Mar 4: The General Administration Department (GAD) today issued an order regarding the norms to be followed for providing of staff to the Council of Ministers. As per the order no person related to Council of Ministers shall be posted in the personal section(s) of the Minister besides no officer shall be attached to the personal section of the Minister without the approval of the Chief Minister through Chief Secretary in coordination. The order further reads that no employee holding a gazetted post in the Government either undergoing probation or having rendered less than four years of service, shall be deployed in the personal section of any Minister. The order states that as far as possible the officer shall be drawn from the concerned cadres like the KAS, Private Secretaries, Stenographers, clerks etc. Moreover, the character/antecedents of the employees deployed in the personal section of the Minister shall be verified through the Vigilance Organisation. In addition no Government employee, working in the personal section (s) shall be retained beyond the age of superannuation i.e. 60 years. Any person who does no hold any appointment under the Government may be appointed as PRO/Additional PRO on contract basis with the condition that in the first instance the period of contract shall be for one year, terminable on one month's notice on either side or co-terminus with the term of office of the concerned Minister whichever is earlier. As per the order repeated postings of the officers/officials in the personal section of the Council of Ministers shall be discouraged and their deployment shall not be repeated and there shall be a cooling period of two years between two spells of deployment. The maximum period of ten years is, however, fixed for working in the personal section during the entire service career of a Government employee. |
