Omar went out of way to keep Police top brass happy | Ignored MHA advisories, kept low rung posts vacant | | Akshay Azad Early Times Report jammu, Mar 4: The ousted National Conference-Congress coalition regime led by Omar Abdullah went out of way to keep the top police officers happy by creating extra posts for them but on the other hand ignored repeated advisories of the Union Home Ministry to fill in thousands of vacant posts of lower rung officials. The documents in possession of the Early Times reveal that against the sanctioned strength of 7 Additional Director General of Police, J&K has 11, with 4 extra officers, while against sanctioned strength of 13 Inspector General of Police, state has 21 IGPs, which means 8 IGPs were appointed by previous government in violation of sanctioned strength. Moreover, against the 25 sanctioned posts of Deputy Inspector General of Police (DIG), state has 7 extra DIGs as their total number stands at 32, while against the 234 sanctioned posts of AIGP/SSP/SP, state has 255 officers. The documents further revealed that against 581 posts of Deputy Superintendent of Police, J&K police has 545, and 36 posts are vacant, while against 965 sanctioned posts of Inspectors, 52 posts are lying vacant and only 913 Inspectors are in place. Similarly against 3213 sanctioned posts of Sub-Inspectors, state has 2553 officers in place, creating a shortage of 660 officers, while as against 3954 sanctioned posts of ASIs, JKP has 3507 in place, creating a shortage of 447 officers. Moreover, against the sanctioned strength of 13315 posts of head constables, state has 11924 police personnel while 1391 posts are vacant and against 56042 sanctioned posts of constables the actual personnel posted are 52434, creating a shortfall of 3608 constables. The total sanctioned strength of police personnel including gazette and non gazette is 78351 but only 72196 are actually in place creating a shortage of 6155 police personnel. Sources said that Union Home Ministry had time and again sent advisories to the erstwhile Nc-Cong regime, asking latter to fill the vacant posts of police personnel including gazetted and non-gazetted but to no avail. "On 9th September 2014, the Union Home Ministry had sent a latest reminder to state government, advising J&K to fill up the vaccines in the police department. It had also advised to review the existing sanctioned strength of personnel at all levels but the former Chief Minister, Omar Abdullah, who was also the Home minister of the state did not pay any heed to the advisory," sources said.
