SIC reprimands CAPD for denying info to RTI activist | Orders to furnish complete information in 2 weeks | | Early Times Report
Jammu, Apr 11 : Concerned over the denial of information to an RTI activist by CAPD, State Information Commission (SIC) has directed the department to furnish the information within two weeks. Rashu Kanna, a resident of satellite township for KP Migrants, filed an RTI application before Tehsil Supply Officer (TSO), but the CAPD Public Information Officer (PIO) did not provide the information. "After the PIO refused to provide the information, I approached the first appellant authority, ie Director CAPD but when no response came, I took up the matter with SIC," he said. During the course of proceedings, the commission observed that the PIO could not satisfy SIC. "The major component of the information pertains to Directorate of CAPD, Jammu, which being the first appellate authority will be a position to resolve it under rules", the proceeding of the commission read. "Keeping in view the request of the appellant, the matter is hereby remanded to the first Appellate Authority/ Director CAPD Department Jammu, with a direction to dispose off the case under rules after affording an opportunity of heard to the appellant within two weeks from the date of receipt of this order under an intimation to the commission", bench of Dr S K Sharma, State Information Commissioner directed CAPD. Earlier on August 5, 2014 Kanna had sought reply of nine queries but the concerned authority had not provided him the information so far. "Copies of representation made by representatives/individuals/Apex Committee on migrant in regard to opening of new ration depots at Migrant Township Jagti. Total number of ration outlets at Migrant Township Jagti. Action taken report on application submitted by undersigned/appellant of July 2, 2014 addressed to Director CAPD, Jammu. Lists of name, parentage, number of souls on ration slips and total quintals of rice/sugar/ atta allotted including major/minor to (new) migrant families with effect from February 22, 2014. Attested copies name, parentage of owners allotted ration depots at migrant township Jagti by department of CAPD till date. Detail of total number of presently existing ration cards on each existing outlet at migrant township Jagti till July 2014. Total amount in crores spent on supplying free ration to Kashmiri Pandit migrant families since 1990 till date", Kanna sought reply of these queries from the CAPD department. |
