2 more central projects fall to JK Govt's lethargy | | | Arun Singh Early Times Report Jammu, Apr 11: The lethargy of the state government viz-a-viz centrally sponsored schemes has held hostage two more projects under Integrated Cooperative Development Projects remained withheld for not complying guidelines of schemes. Sources told Early Times that two projects were approved in March 2004 by the National Cooperative Development Corporation (NCDC) for implementation in the districts of Anantnag and Kathua at a total project cost of Rs 19.37 crore i.e. (Anantnag: Rs 10.49 crore; Kathua: Rs 8.88 crore). "The projects were to be completed by 31 March 2014 but these are still under execution which resulted in non-sanctioning of new projects by the NCDC in the districts of Baramulla and Doda," they said. Sources further said that the projects were required to be monitored by a monitoring cell but no such monitoring cell was constituted in the Registrar Cooperative Society office for State Level Monitoring of the projects. "Against total cost of Rs 19.37 crore, an amount of Rs 7.38 crore only was received from August 2005 to March 2011 from the NCDC but out of which the department could utilize Rs 5.17 crore (70 percent) only by January 2014. Under utilization of funds was attributed by the Director Finance (Cooperative Department) to delay in completion of the legal formalities by the societies," they added. It is pertinent to mentioned here that ICDP is a scheme district specific in nature, which addresses development needs in the area of agriculture and other rural based activities including fisheries, poultry, handloom, dairy, sericulture and other village level micro credit delivery system. The scheme was taken up by the State Government for employment generation and speedy economic development of the region through cooperatives. |
