Deputy CM too forgets to consider retired judge from Jammu for ombudsman's post in H&UD

Jammu, Apr 11: BJP, which is facing public anger in Jammu over surrendering of AIIMS to Kashmir, is now facing public wrath for surrendering the posts of heads of SHRC and SAC as the Mufti-led BJP-PDP government has already finalised the names of Srinagar-based Justice (retd) Bashir Ahmed Khan and Justice (retd) Bilal Ahmed Nazki for the two prestigious institutions.
No retired high court judge of Jammu has been considered for any of the two posts.
Reacting to the news item "Justice Khan to head SAC, Nazki SHRC" published in the today's edition of "Early Times", several caller from Jammu region showed their anger over the way BJP has been playing second fiddle to its coalition partner, ignoring the cause of Jammu region.
"BJP promised us a Hindu Chief Minister from Jammu, it promised abrogation of Article 370 and it promised strong anti-terror laws to tackle militancy and anti-India forces but it has failed to do anything," said Ankush.
The angry people said that Deputy Chief Minister Nirmal Singh, who had the responsibility to protect the rights of the Jammu people, too had forgotten to consider any retired judge for the vacant post of ombudsmen in Housing & Urban Development (H&UD Department), particularly for municipal corporations and municipal committees of the state as the ministry is lying with him and it is his responsibility to take a lead for filling the vacant posts for speedy disposal of corruption related cases in the state municipalities and corporations. It had also failed to make any amendment in the terms of appointment of the ombudsman.
The ombudsman shall have the powers to receive complaints related to corruption in H&UD, consider such complaints and facilitate their disposal. In certain cases, the ombudsman can issue direction for conducting spot investigation and lodge FIRs against the erring parties. He can initiate proceedings suo motto in the event of any circumstance arising within the jurisdiction that may cause any grievance and engage experts for facilitating the disposal of the complaint, direct redressal, disciplinary and punitive actions.
The ombudsman will report his findings to the chief secretary and the secretary, State Nodal Department for appropriate legal action against erring persons.
The ombudsman should be a person of eminent standing and impeccable integrity; up to 65 years of age with at least 2 years experience in public administration, law, academics, social work or management. He will be independent of state and central government. His office shall be located at district headquarters. The state government, particularly H&UD, is already under fire from various quarters for its failure in not curbing corruption. And the absence of ombudsmen has raised a question mark on the credibility of the present government.
