| Multiple scams in PHE City Division | | | Early Times Report
JAMMU, Apr 11 : Multiple scams have surfaced in PHE City Division No 1 with sources hinting at a nexus between Xen and other officials.
Allegations ranging from abuse of official position to getting works executed through selected contractors have been leveled. In addition, there are allegations of embezzlement of funds. It has been reliably learnt that hefty sums drawn by the Executive Engineer were given to AEEs/JEEs of the division as temporary advance for making payments to contractors and labourers on fictitious hand receipts/muster sheets. It has also been alleged that the material that was in procurement division of the department was purchased from the open market. And to escape action, cash books were properly maintained. The sources said that most of the works were allotted without approvals from competent authorities. Some of the works executed in violation of norms include Construction of Pump Room and Sump Tank of 20000 gallons capacity at Patoli Brahmana under WSS Gurha Brahmana amounting to Rs. 12.15 lacs, Construction of Pump Room Building at Nai Basti under WSS Nai Basti amounting to Rs. 5.72 lacs, Construction of 1.00 Lac gallons Ground REservior/Sump Tank at Durga Nagar under WSS Durga Nagar Jammu (LIC) amounting to Rs. 22.68 lacs, Construction of 0.50 lac gallons Ground Reservior/Sump Tank near T/well Bhagwati Nagar Jammu amounting to Rs. 13.15 lacs. The list is endless. These works were advertised, allotted and executed in total violation of established norms and rules. It has been found that money is being withdrawn fraudulently. There is total disregard to the procedure that require the authorities to have a proper contract with the contractors. |
