Finance Department errs in timely allocation of funds | | | Early Times Report JAMMU, Apr 18: Even as politics is being played in the Srinagar streets, the 'good governance' promised by the ruling alliance remains a distant dream. The chaos among the Civil Secretariat employees in Jammu is evident. Insiders maintain that this is for the first time that budget allocation to the departments has not been processed on time. "The process of releasing the funds to the administrative secretaries soon after the budget is passed in the legislature has been the norm in the state. It is surprising that the departments have almost started winding up the durbar in Jammu, but fund allocation is nowhere in sight," said a senior officer of the Finance Department. The officer said that according to precedence, the Finance Minister releases funds soon after the budget is passed in the state legislature. The departments accordingly make funds available to various heads under their administrative control. This practice, he said, holds true for all kinds of financial situations. Elaborating his point, the officer said that whether money is available in the Treasury or not, the release of funds is always good for planned fiscal management. Another senior bureaucrat attributed the delay in fund allocation to lack of coordination among the top brass of the Finance and Planning Departments. He said that the inconsistency can be judged from the fact that orders for advance parties have already been issued, but the travel allowances of the durbar employees have not been released yet. This, he said, is also happening for the first time. The bureaucrat said that earlier, the state had to lose Rs 6,000 crore on the last day of the fiscal year 2014-15 because of lack of timely action by the Finance Ministry. When contacted, a senior officer of the Finance Department said that funds will be released to the various departments on Monday. He added that the durbar move employees will get their travel allowances the same day. He said that the delay in release of funds was not because of any communication gap. He said the delay happened essentially because the department had no money in the Treasury. |
