Of approved 25015 solar lights JKEDA distributes 10324 `Remote areas ignored’ | | | Arun Singh Early Times Report Jammu, May 1: Depriving the inhabitants of remote areas of the state of their legitimate rights, Jammu and Kashmir Energy Development Agency distributed 10,324 Solar Home Lighting Systems out of 25,016 approved for 148 villages by the Center, ignoring the 14,692 approved households of the scheme benefit without assigning any reasons. Moreover 3,382 SHLSs valuing Rs 3.68 crore were distributed in 24 unapproved villages/hamlets without obtaining the approval of the center government. Sources told Early Times that Government of India had approved villages for distribution of SHLSs on the basis of project proposals submitted by the Jammu and Kashmir Energy Development Agency under the strict guidelines of not making any change in the approved list of beneficiary villages without prior permission of Government of India. They said that 25,016 SHLSs were approved for 25,016 households under Remote Village Electrification (RVE) Programme of 148 villages by the Government of India. But only 10,324 SHLSs were distributed among approved household thereby depriving 14,692 i.e 59% approved households of the scheme benefit. Astoundingly, in another case 8984 SHLSs valuing Rs 9.77 crore were found distributed to 8984 households of 37 electrified hamlets. The deviation from the guidelines resulted in mis-utilization of the assistance, deprival of the benefits of the scheme to the un-electrified hamlets and non-achievement of the programme objectives. Pertinently, programme guidelines envisaged that the Agency needs to ensure that the villages/ hamlets taken up for coverage under RVE Programme had not been electrified under RGGVY or any other scheme of the State Government
