Stray animal menace making Rajouri city roads 'risky' | | | Early Times Report
Rajouri, June 20: How long would the civic authorities take to wake up to the harsh reality of the stray animal menace in the thoroughfares of the Rajouri town the district headquarters? So hazardous has become the invasion of cattle and dogs, the City roads have turned out to be virtual death traps. Stray animals roaming in the bazaars and lanes in Rajouri city have not been creating nuisance and security problems for the commuters especially for the women and school going children. Stray dogs and cows can be seen on every nook and corner of the town but the officials of the Municipal Council (civic authorities) do not bother to attend the complaints of the people. "Every time elders have to accompany the small children to the bazaars and tuition centers as stray animals moves in heard in the lanes causing serious threat to these children and even to old age persons" said Yogesh Sharma a social activist and political leader. The activist lamented that matter was taken several times with the Executive Officer of the municipality but nothing has been done to put a check on the menace. Few days ago the Municipal Committee officials had taken an initiative and stray animals including cows were taken under custody briefly but were released after slapping some fine to owners animals. "Though the action of MC officials had brought some relief for the commuters and many had appreciated the efforts. Ironically the things recoiled again as the officials have adopted their casual approach towards the issue," rued Mohd Rafiq. Recently a stray dog had bitten two children moving in a lane of W- 10 who after being rescued by locals shifted to nearby hospital for treatment. Instead of sending animals to pastures, the locals just set loose their milch animals to scavenge the garbage in waste dumps. Interestingly about 6-7 years back municipal committee, Rajouri had its cattle pound for stray animal which were released to the claimants after fines but the same was allegedly doled out to an influential politician of area for vested interest who later constructed a shopping complex. Locals pinpointed the cattle pound which was source of income to the municipal committee was not only snatched from the authorities but also it has added up miseries to locals. Within claims and counter claims, an official with Municipal Committee Rajouri said, "The lifting of stray animals was stopped because neither we have manpower to catch these stray cows nor we have any place to keep them. "Sometimes during forcible lifting of stray animals some handlers had sustained injuries, moreover, people ask the catchers not to pick up the cows out of reverence for the holy animal," he added. |
