DSE PIO ducks RTI queries, asks to go for appeal | 'Shed responsibility and problems fix themselves' | | Arun Singh
Early Times Report Jammu, June 20: It seems as if the famous proverb 'Shed responsibility and the problems fix themselves' fits well with Directorate School Education (DSE), Jammu, as first it sent an incomplete reply sought under Right to Information (RTI) Act after the stipulated time period and later it advised the information seeker to appeal to the First Appellate Authority. As per documents available with Early Times, an RTI activist approached DSE to get information under RTI Act, but the department showing its incompetency in providing him complete reply asked him to file an appeal with the first appellate authority. The RTI application was filed on April 26, 2015 under postal order number 21F 741607 to seek reply of some queries about the total number of Education Zones in Jammu district, total number of Education Zones under Samba district, order copy of demarcation of zones under CEO Samba and CEO Jammu. But to his dismay, the PIO failed to provide the complete reply to the applicant. As per the reply which was received by the applicant on June 10, 2015 was pertaining to Jammu district only on the contrary the information regarding CEO Samba was not provided. As per the applicant, the information regarding demarcation of zones under CEO Samba, was deliberately not sent to him as among all the queries only this information was important for him because before filing RTI application, he himself had visited to the CEO Samba to get this information and subsequently he was denied the same and then he was compelled to file the RTI application and this time also the outcome was the same as no relevant information in this regard was made available to him. Even the reply which was received from CEO Jammu office was also incomplete as the information regarding the establishment of education zones under CEO Jammu was not provided with certified order copies. However the CEO Samba in this regard acted as mute spectator by not responding on the RTI application. When contacted, DSE PIO, Dr Arvind Karwani simply asked the caller to file an appeal with the First Appellate Authority. Even he did not comment on the delayed reply to the applicant. |
