Is ex-deputy CM's PRO Kewal Krishan still above law? | 9 months on, probe recommended by former Jammu DC fails to begin | | Akshay Azad

Jammu, June 20: Former deputy chief minister's Public Relation Officer (PRO) Kewal Krishan Sharma is still appearing to be above law as the recommendation of probe made against him by former Deputy Commissioner, Jammu, to Divisional Commissioner office, Housing and Urban Development Department and General Administrative Department nearly ten months back have failed to begin even after the change of government in the state. According to the letter vide number DMJ/PA/2014/160-63, forwarded by then DC, Jammu, Ajeet Kumar Sahu on September 29, 2014 to Divisional Commissioner Jammu, Commissioner Secretary to government Housing and Urban Development Department and Secretary of General Administration Department, DC had recommended probe into the illegal activities of Kewal Krishan and consequent action against him. But in the last Nine months, none of the offices initiated any probe against Kewal Krishan, a forest employee. In the letter, DC Jammu, had given the reference of the letter forwarded by the then SDM Khour in which the latter had expressed ignorance about distribution of cheques amounting Rs 20 Lakhs and publication of advertisement in newspapers given by Kewal Krishan Sharma among flood affected people of village Palatan and Chahani Divanoo of Sub division Khour on September 27, 2014. In the letter DC has also stated that SDM Khour Rakesh Kumar Bhagat had submitted a detailed report in which SDM had expressed ignorance about identifying Kewal Krishan during cheuqe distribution function. "When SDM came to know, he stopped distributing cheques and on enquiry he found that said person was Kewal Krishan, who is working on the post of clerk in the personal section of Deputy Chief Minister Tara Chand", the report reads. It is surprising to note that then DC also accepted the indigestible version of SDM, without bothering to check the authenticity of his reply or to seek call details of SDM and PRO. Moreover in his letter to Divisional Commissioner, DC had also said that there were reports about harassment and misuse of official position by Kewal Krishan in respect of offices of Director School Education Jammu, Chief Education Officer Jammu and other education officers as well wherein said PRO exerted pressure for unjust transfers of the officers/officials in Education department. "It has also been observed that the PRO moves with a strong contingent of security, not understandable how he has been allotted without security gradation and protocol. His acts not only earn bad name to his government but also is a categoric/clear cut violation of service conduct rules by a government employee", the letter reads. In the concluding paragraph, DC had recommended that the activities of said PRO be got probed and consequent action as required under law be initiated. "The issue be taken up with the appropriate authority in the government', the letter concluded. The copies of the letter forwarded by DC, were also sent to Commissioner/Secretary to Government Housing and Urban Development department for favour of information with the request to take suo-moto cognizance as the concerned official is an employee of HUDD. The letter copy was also sent to Secretary to Government General Administration Department, for favour of information with the request to take congnizance of the matter for consequent action. Also the copy was sent to Inspector General of Police Jammu for information with the request to re-look into the matter as per security gradation and protocol and take consequent action. "The failure of Divisional Commissioner office Jammu, Housing and Urban Development department, General Administration Department to take action against Kewal Krishan only speaks about his wanton power and the political clout he still enjoys even after the change of government", an official pleading anonymity said. He said there were reports that Kewal Krishan was involved in POL scam, involved in illegal appointments, even he had raised allegations against ex-Deputy Chief Minister Tara Chand but so far no action has been taken, which only shows the unbridled powers he enjoys even under Bhartiya Janta Party-Peoples Democratic Party regime. |
