HUDD fails to complete many ongoing projects | | | Arun Singh Early Times Report
Jammu, Aug 3: It seems that it has become the distinction of most the of the government departments of not completing its projects within specified time period which ultimately escalates cost of the projects putting burden on the state exchequer. The Housing and Urban Development Department (HUDD) also falls in this category which has failed to complete its projects due to numerous reasons including failure of shifting of utilities falling in executing their projects, poor workmanship in execution of certain works, alteration in design of construction of dwelling units, delay in release of instalments to beneficiaries, slow progress of work and time overrun and cost overrun. Sources told Early Times that in case of a scheme namely Integrated Housing & Slum Development Programme (IHSDP), Baramulla, it was found that despite receipt of first instalment by the executing agency, the construction work of dwelling units has not been taken up by many beneficiaries. "Although on assessing the situation by HUDD, Municipal Committee, Baramulla had served notices to the defaulting beneficiaries," they added. They informed that the most of the halogen lights installed by Municipal Committee, Baramulla under the said project in the vicinity of the town are dysfunctional thereby depriving the beneficiaries. Sources said that in another project namely "Khankah Charar-I-Sharief" locally made taps were used in the projects which were not durable which shows the non seriousness of the department. Moreover, there were pending drawings/ designs with the Architect/ consultant agency in respect of various works of the above said projects. Besides, the non seriousness of HUDD can be gauged from the fact that monitoring cell of the state government had sought Action Taken Reports about its four projects but former sent ATRs only in two cases. Pertinently the basic objective of IHSDP Scheme is to strive for holistic slum development, with a healthy urban environment by providing adequate shelter and basic infrastructure facilities to the slum dwellers of the identified urban areas. In J&K there are no compact areas with 20 or more households fulfilling the conditions of NSSO to be declared as slums, but slum-like situation prevails. Rather, poorly built tenements with inadequate facilities do exist on plots owned by individuals. |
