Despite State losing crores of Central grant, authorities express helplessness | Why is Govt reluctant to hold ULB polls? | | Peerzada Ummer Early Times Report srinagar, Aug 25: Some Ministers in the coalition Government have again acted as a spoilsport in conducting Urban Local Bodies (ULB) elections in Jammu and Kashmir, which were scheduled to be held in October this year. Top Government sources said there was not even a single measure taken by the present regime to make the ULB polls possible on time which were held last time in 2005. "This Government acted no differently than its predecessor coalition regime on the issue of holding the municipal polls. Not even a single communication was made by the ministry concerned over when and how the polls will be conducted so that both cities of Jammu as well as of Srinagar could witness better sanitation and related facilities," a senior official told Early Times. He said though the announcement was made by Deputy Chief Minister Nirmal Singh in July this year, the issue was seldom discussed in the cabinet or during other important official functions. Meanwhile, a Minister said the Government has apprehensions that things may go against it if it holds the ULB polls in the State given the current situation. "See, there are scores of issues that are yet to be settled. There is a burning issue of AIIMS. Then there are issues like the rehabilitation of the flood victims, and the Government has to address them all," the Minister said, adding that if polls are held at present, it could be tantamount to offering victory to the opposition parties on a platter. If sources are to be believed, the activists and the workers of the ruling parties here have given their feedback to the respective party heads, stating that time indeed is not favourable to go for polls at present. "There are teachers who are against us. There are flood victims who cry foul over the relief distribution and also the opposition parties are eagerly waiting for the moment during which they could castigate the Government over what they usually term the anti-people policies," a senior PDP leader said. As these elections were due in 2010, the delay caused during the previous NC-Congress Government led to the lapse of hundreds of crores. The grants which were ought to be received from New Delhi for civic amenities continue to lapse as the State Government has 'no mood' to hold the much awaited polls. The election to ULBs were held in J&K after a span of 23 years in January 2005 and at that time there were 14.5 lakh voters for 76 ULBs. As per the provisions of Local Bodies Act, the State cabinet has to finalize the deadline for completion of term within six months, which is to be formally announced later by the Housing and Urban Development Department. |
