Unprecedented: PDP MLC issues 'employment orders' on his letter pad | CMO endorses 'appointments'; Govt assures probe | | Early Times Report Jammu, Aug 25: In an unprecedented incident which can bring embarrassment to the alliance government and PDP in particular, Saifuddin Bhat MLC of the ruling party has issued employment orders on his letter pad to as many as 22 people for the posts of chowkidaars and sweepers in the Health department. Astonishingly, these orders have allegedly been endorsed by the CMO Budgam. No action has yet been taken against any official nor has the MLC been questioned about his entirely 'out of jurisdiction' step which is also contrary to commitment of his own Chief Minister to transparency and accountability in the system. Sources said Bhat who was made PDP MLC this year has gone out of way in issuing orders to employ as many persons in the Health department, apparently with a purpose to further political ambitions. Surprisingly, he has inscribed his letter pad with credentials as MLC Khansahib, oblivious of the fact that MLC doesn't represent any political constituency. The brazen and bizarre move on his part remains that on his own he has ordered the persons he named in a phased manner to be employed as class four employees on an honorarium of Rs 2500 per month, whereas it is not within the purview or power of any legislator to do so, sources said. While the MLC did this in a discreet manner in some understanding with the CMO Budgam Ghulam Mohammad Dar who is said to have put his 'stamp' on the orders, the appointments through backdoor suffered some setback when the BMO refused to get involved, sources further said, adding that he faced wrath of some supporters for showing resistance to the illegal stand and step. Sources said the BMO not only resisted the move but also wrote letters to the Director Health as also the Health Minister. He is said to have produced the copies of employment orders on letter pad issued by the MLC in front of the higher authorities. The matter has now snowballed into a sort of controversy as it has created furore at the political level , sources said. Former minister and MLA Khansahib Hakim Mohammad Yasin confirmed that employment orders have been brought into his notice too and that the matter has created unrest at the political level in the area. "We are all concerned about unemployment problem but this action doesn't justify the concern anyway….such actions will only bring stigma and bad name to the government as also on the credibility of state legislature …", he said adding that it is not the job of MLCs to employ the people. He said in order to reinforce trust and credibility of system to the people, he called on the Health Minister himself and informed it could have adverse ramifications unless the matter was thoroughly probed and action taken against those responsible. |
