Mantris, Babus skip Civil Secretariat | Itna Sannata Kyun Hai Bhai? | | Abdul Majid Early Times Report Srinagar, Aug 31: The Civil Secretariat wears a deserted look for the past few days. The attendance was thin even on Monday when it opened after two day weekend break. Reasons for this unusual development are manifold. One, last week the Chief Secretary Muhammad Iqbal Khanday dropped a bombshell by formally announcing that he would quit services following his "differences" with the Government. Two, Chief Minister Mufti Muhammad Sayeed, is out of station for an official tour. So, many taking advantage of the "absence of the boss" skipped their offices. Three, rumor mills are rife over change of guard as some faces are likely to face axe on the portfolio they presently hold. While decision on Khanday's case awaits return of Chief Minister, some ministers are uncertain about their fate in the major shakeup in the cabinet expected anytime in the coming days. This all, as per the observers, has led to chaos in the Civil Secretariat and most of those working there have started to take things lightly. Interestingly the heads which are feared to roll in the cabinet reshuffle, as per the sources, include Finance Minister Haseeb Drabu and PWD Minister Syed Muhammad Altf Bukhari. "This coterie is divided into two, with each group trying to show the other down before the party high command. So at least one of the three will have to go," said a party insider. While Chief Minister is out of station, sources said, one of the key ministers from the State Cabinet has flown to New Delhi for "consultations". Accompanied by some senior officials, this minister is making a "last effort" before the center to get "rehabilitation package for flood hit people of Jammu and Kashmir." Sources said if all goes well this minister would accompany Mufti, who is likely to return on Tuesday to the summer capital. Observers said situations of thin attendance have been part and parcel of the Civil Secretariat. "See whenever things go uncertain in the Government, the first sign is poor attendance at the Civil Secretariat and once the uncertainty ends, things get back to normal in twinkling of any eye," said a top official, adding "This has been a tradition with JK Government." Over the years, observers said, it has been noticed that the Civil Secretariat would witness occasions when senior bureaucrats or ministers would remain missing from their offices. Even though the attendance would reach thinnest close to weekends, the commencement of new working week, would see things getting back to normal. But this time, it's a different story. And the visitors to the top office are suffering. "For the past one week I have been unable to meet minister sahib while his office people have failed to say when he would be available," said a retired official who works with an NGO. For most of the staffers who attend the Civil Secretariat, it is high time to gossip "who would go and who would be retained in the corridors of power in the coming days."
