FD fails to get projects recommended under NABARD | Despite fund allocation, no works executed | | Arun Singh

Jammu, Sept 8: The State Finance Department has failed to seek recommendation for projects from NABARD. Many districts despite having funds allocation under National Bank for Agriculture and Rural Development, could not execute works due to failure to get sanctioned the projects. Sources told Early Times that only few months are left in this current year but still there are many districts where projects under NABARD are yet to get sanctioned. "Finance Department had to seek recommendations from departments about the projects at the earliest for getting loan under NABARD sanctioned for carrying out various developmental works but due to lethargic attitude for not pressurizing the departments sending timely projects, projects under NABARD fails to take off," they said. They further said that with this attitude of Finance Department, the districts have to face loss due to not utilizing the funds and ultimately the funds are then diverted to the all ready ongoing projects. They alleged that the Finance Department despite knowing all the technical issues regarding the NABARD loan but fails to take corrective measures to make things going. "It has failed to fix the deadline for various departments for sending projects under NABARD as Finance Department plays is the guarantor." They said. As per guidelines, the Chief Engineers had to prepare the list of schemes with the consultation of concerned Member of Legislative Assembly and Member of Parliament of the area where projects has to get executed then projects are sent to administrative department where projects are prioritized then again the projects are send back to the concerned Chief Engineers for Detail Project Reports. After preparing Detail Project Reports, the same are sent to Planning Department and after scrutiny, the same are sent to Finance Department which is nodal authority who clears the projects and take loan from NABARD. But with the inactive role of the Finance Department, the projects are sent by the departments on their own which ultimately delay the projects and finally the funds which are unutilized have to divert into the other projects. |
