An year later, JK Govt numb over NITI Aayog queries | Restoration of infrastructure projects costing Rs. 10,774 Cr | | Akshay Azad Early Times Report jammu, Sept 8: Though Kashmir valley observed strike to observe first anniversary of devastating floods and criticized Union government for its failure to provide help, state government is more responsible as it had failed to reply to queries of National Institute for Transforming India (NITI) Aayog, after lapse of nearly one year. Sources in Jammu and Kashmir Planning and Development Department informed Early Times that in October 2014, previous government headed by Omar Abdullah had submitted a memorandum to Union government, seeking financial package of Rs 44000 crore for rehabilitation and restoration of damaged infrastructure. "Though Union government had denied to give financial package but NITI Aayog had raised queries over demand of Rs. 10,774 Crores package for Permanent Restoration Purposes in October last year. NITI Aayog had communicated to state government to come up with detailed proposals for permanent restoration projects but so far the detailed proposals or other queries sought by NITI Aayog have not been replied by state government", sources said. They further said that the state P&DD had asked administrative secretaries of various government departments to send Detailed Project Reports of the projects, but so far only few departments have submitted their proposals", sources in department said. Sources further informed that on one hand Union government was so far given only meagre funding including Rs 1100 Crore as immediate disaster relief announced by Prime Minister, Rs 745 Crore announced in October and Rs. 1667 crores Relief package. "The casual approach of state government could be gauged from fact that it has failed to take action against the department heads, who have so far failed to send DPR of projects and in few days to come, the P&DD will not be in a condition to reply the queries, despite lapse of one year", the official said, adding that the casual approach of government departments in state were also responsible for delay in restoration of Kashmir valley, devastated by September 7 floods. |
