Of 8 ESIC dispensaries, only one functioning online | | | Arun Singh Early Times Report
Jammu, Sept 17: Giving a damn to the Prime Minister Narender Modi's much talked 'Digital India' campaign- an initiative to integrate the government departments and the people of India, the dispensaries of Employees' State Insurance Corporation (ESIC), only one dispensary out of eight in the state are functioning manually despite having all requisite infrastructures. Moreover, the Gensets worth lakhs of rupees installed in these dispensaries for uninterrupted power supply for online functioning are lying unused for years and getting rusted. Sources told Early Times that the main objective of connecting all these dispensaries online was to ensure the government services to citizens electronically by reducing paperwork and bringing transparency in the department but surprisingly leaving one dispensary in Jammu all other are still functioning manually allegedly for their personal interest. "The project to make online all the eight dispensaries comprising four in Jammu province and equal number of them in Kashmir province was started nearly three years ago in order to bring transparency in medicines stock available in the dispensaries, availability of doctors etc.," they said, further adding that computers and peripherals, inverters for power backup were installed and training was given to all the staff member for operating software by Wipro company. Interestingly, the Gensets worth more than Rs 2-3 lakhs each were installed in every dispensary for uninterrupted power supply in the dispensaries for smooth functioning but all the Genset are lying unused due to non provision funds for fuel by department. "Despite knowing the fact that the expenditure for the setting up infrastructure is incurred by Centre Government and the provision for the fuel has to manage by the state government, the management ESIC deliberately purchased Getset worth lakhs of rupees," they alleged. They further said that except one dispensary in Talab Tillo, all other dispensaries including BD Bari, Kathua, Digiana of ESIC are functioning manually defeating the real purpose of introducing online system in the ESIC. Giving an example of benefit of online service, sources informed that when an employee or his dependent to the dispensaries for getting treatment, he is first registered online and given registration number and the same information is automatically transferred to the concerned doctor which minimizes carelessness on the part of doctor. |
