GAD's order puts Khurshid Ganai in tight spot Jehangir Rashid | Will he join new place or continue with protest leave? | | Early Times Report SRINAGAR, Sept 17: General Administration Department's order of appointing Khurshid Ahmad Ganai as Chairman Bureau of Public Enterprises (BPE) has put the senior bureaucrat in a quandary since he went on 'protest' leave as soon as Braj Raj (B R) Sharma was appointed as the Chief Secretary of Jammu & Kashmir. GAD issued an order on September 15 by virtue of which Ganai was appointed as Chairman BPE. The order has put the bureaucrat in a tight spot since he tried his level best to become Chief Secretary of the state. This was despite the fact he figured at serial number 4 in the list of Indian Administrative Service (IAS) officers having Jammu & Kashmir cadre. "In the interest of the administration Mr. Khurshid Ahmad Ganai IAS (JK:1982) Financial Commissioner, Industries and Commerce Department is hereby transferred and posted as Chairman, Bureau of Public Enterprises," reads the government order 1253-GAD of 2015 dated 15-09-2015. The order further reads, "It is further ordered that the post of Chairman, Bureau of Public Enterprises is declared equivalent in status to the IAS cadre of Chief Secretary, in terms of Rule 9(1) of the IAS (Pay) Rules 1954 for the period it is held by Mr. Khurshid Ahmad Ganai." The GAD order is seen as a damage control exercise taken by the state government in order to keep Ganai happy and ensure that he does not have an unceremonious exit as the bureaucrat of the state. Since Ganai's name was at serial number 4 there was no need for the GAD to issue an order obviously at the directions of state government. Over the past year or so Ganai has seen downs in his career since he could not become chairman of Jammu & Kashmir Public Service Commission (J&K PSC) as the list came under scanner of Raj Bhawan. His effort to become the chief secretary also failed there were senior people in the bureaucracy who could have become the chief secretary of Jammu & Kashmir. It would be in place to mention here that GAD has already issued an order under which Dr. Arun Kumar has been posted as Director General, Institute of Management and Public Administration and Rural Department. The GAD order issued with respect to Dr. Kumar has made it clear that his position would be equivalent to that of Chief Secretary. Ganai would have a short term as Chairman BPE since he is retiring on October 31, 2015. On the other hand Dr. Kumar has more than one year of service since he is retiring on December 31, 2016. Both Ganai and Dr. Kumar got upset after B R Sharma was appointed as the Chief Secretary of the state. It remains to be seen whether Ganai would rejoin his new place of posting or he will continue to remain absent while availing the benefit of the 'protest' leave which he is already enjoying. If he does not join his new place of posting he may be forgotten quickly more so by those who hold important positions in the bureaucratic set up of the state. |
